Pine Hills Local Government Neighborhood Improvement District Advisory Council

Enabling Legislation:
The Pine Hills Local Government Neighborhood Improvement District Advisory Council was created by Ordinance 2011-21 by the Board of County Commissioners on December 20, 2011 and became effective on December 30, 2011. Ordinance 2015-11, adopted by the Board of County Commissioners on June 30, 2015, removed the Orange County residency requirement.
Membership:
The Council shall be composed of seven members, each of whom has been appointed by vote of the Board after being nominated as indicated below. All members shall be property owners or residents within the boundaries of the District. Nominations for appointment shall be as set forth below: 1. County Mayor. Two members shall be nominated by the County Mayor; 2. County Commissioners. Two members shall be nominated by the County Commissioners whose district boundaries fall within the Pine Hills area, with one member nominated by the District 2 Commissioner and one member nominated by the District 6 Commissioner; 3. Pine Hills Community Council. Two members shall be nominated by the Pine Hills Community Council; and 4. Pine Hills Safe Neighborhood Partnership. One member shall be nominated by the Pine Hills Safe Neighborhood Partnership.

Term Of Office:
The terms of appointment shall be for three years. Each term shall expire at midnight on June 30th of the third year of the term, except for the initial terms. No member shall serve more than two (2) full terms consecutively unless additional terms are approved by supermajority vote of the Board. To provide for staggered terms of successor membership, the terms of office for four of the initial members of the Council shall expire on June 30, 2014, and the terms of office for the other three initial members of the Council shall expire on June 30, 2015. A vacancy occurring during a term shall be filled for the unexpired term. Each member shall hold office until a successor has been appointed and has qualified.
Powers and Duties:
The Council shall have the following duties and responsibilities: 1. The Council shall prepare and submit an annual report on the District's activities to the Board and shall submit a proposed budget to accomplish its objectives. 2. The Council shall formulate plans for improvements to the District consistent with the Act and shall advise the Board in the identification and prioritization of such improvements as are consistent with the Act and which qualify for available funds of the Board. The Council also may separately identify projects which it recommends for funding by the District, but for which funds are not available. The Council shall identify and prioritize such projects in an annual report to be submitted to the Board by the Council each year, no later than June 30 of each year, beginning June 30, 2013. 3. The Council shall perform such additional duties as may be prescribed by the Board. In formulating a plan for services or improvements, the Council shall consult in public session with the appropriate staff or consultants retained by the Board to be responsible for the development of the District's plan.
