Enabling Legislation:
A resolution was adopted by the Board of County Commissioners at their meetings January 18, 1979 and May 20, 1980; Ordinance No. 80-13 was adopted by the Board of County Commission on August 25, 1980 pursuant to sections 159.701 - 159.709 , Florida Statutes. Ordinance No. 88-16 added two members on November 14, 1988, including the UCF President or his designee. Ordinance No. 93-17, adopted July 13, 1993, increased the number of positions on the Orange County Research and Development Authority to include a position for an Orange County Commissioner and one position for a representative of the University of Central Florida. Ordinance 2011-10, adopted August 30, 2011, reduced the number of members appointed by the Board from eight to six, eliminated the voting county commissioner slot, and designated two ex-officio, non-voting slots for the District 4 and District 5 commissioners. On February 9, 2016, the Board adopted Ordinance 2016-16 reducing the membership from nine to seven members and designating the two county commissioners slots as ex-officio, non-voting advisors.
Membership:
Seven members, five of which are appointed by the Board of County Commissioners. The President of the University of Central Florida or his designee serves ex-officio. Each member of the Authority before entering upon his or duties shall take and subscribe the oath or affirmation required by the State Constitution. A record of each such oath shall be filed with the Department of State and with the Clerk of Circuit Court.

Powers and Duties:
The Authority is authorized and empowered to transact any business to exercise those powers granted research and development authorities by general law of the State of Florida for the purposes of development, operation, management, and financing of a research and development park.
