Creation of an Affordable Housing Advisory Board was authorized by Section 420.9076, Florida Statutes. On November 3, 1992, the Board of County Commissioners adopted Ordinance No. 92-34 which created the Affordable Housing Advisory Board. On February 20, 2001, the Board adopted Ordinance No. 2001-05 changing the Affordable Housing Board composition/membership; decreasing the membership from nine to seven members; revising the categories of membership; and amending the advisory board?s powers and duties. On May 20, 2008, the Board adopted Ordinance No. 2008-07 amending the composition and membership of the advisory board; amending the creation; duties; membership; terms of office; meetings; responsibilities; and amending the board?s reporting requirements. On January 26, 2021 (effective January 27, 2021), the Board adopted Ordinance No. 2021-05 decreasing the membership from 11 to nine members and revised the composition to include an Orange County elected official appointed by the Mayor and the remaining eight members to be appointed from among the listed categories.

Powers and Duties:
(a) The Affordable Housing Advisory Board shall review Orange County's established policies and procedures, ordinances, land development regulations, and adopted comprehensive plan and shall report to the Board of County Commissioners on recommended specific initiatives to encourage or facilitate affordable housing while protecting the ability of the property to appreciate in value. Recommendations may include modification, repeal, adoption, or creation of exceptions, to existing policies, procedures, ordinances, regulations, or plan provisions including recommendations to amend the local government comprehensive policy plan and corresponding regulations, ordinances, and other policies.
(b) The advisory board shall make recommendations to the Board of County Commissioners on affordable housing incentives.

The Affordable Housing Advisory Board shall submit a triennial report of its activities to the Board of County Commissioners by December 31 of the year preceeding the submission of the local housing assistance plan of the local government.
