Aviation Noise Abatement Committee

Enabling Legislation:
An interlocal agreement between the Board of County Commissioners and the Greater Orlando Aviation Authority(GOAA) was approved by the Board on November 1, 1977, and was amended January 15, 1980. A motion requesting the Greater Orlando Aviation Authority's concurrence to increase membership by two lay members was approved at the Board of County Commissioners' meeting August 11, 1981. The Board approved the Greater Orlando Aviation Authority's request to enlarge the Committee by appointment of a citizen member representing the City of Orlando by motion on November 12, 1981. A motion was approved by the Board of County Commissioners on March 21, 1988 stating that one of two lay members authorized August 11, 1981, must reside east of Goldenrod Road. On May 16, 1988, the Board of County Commissioners accepted criteria for membership as provided by the GOAA attorney relating to an Osceola County representative. On March 14, 1995, the Board of County Commissioners approved changing the membership to provide that one member shall be the Chairman of the Orlando Executive Airport Advisory Committee in lieu of a representative of general aviation.
Membership:
Members of this committee shall be composed of the following:
1) One Greater Orlando Aviation Authority member appointed by the GOAA Chairman.
2) One Greater Orlando Aviation Authority staff member appointed by GOAA.
3) One representative of an air transport association.
4) One representative who is Chairman of the Orlando Executive Airport Advisory Committee (ex officio).
5) One citizen member representing and recommended by Osceola County, non-aviation related.
6) One citizen member of a municipal noise impacted area, traditionally from Belle Isle/Edgewood Area.
7) One citizen member of Orange County East of Goldenrod Road.
8) One citizen member representing and recommended by the City of Orlando.
9) One citizen member of an unincorporated noise impacted area, traditionally from the Conway Area.
10) One citizen member, traditionally from Winter Park.
Orange County nominates for appointment by the Aviation Authority local government representatives, including the City of Orlando and Osceola County representatives and representatives impacted by airport operations.

The committee shall make recommendations for establishing noise abatement procedures and monitor their implementation.
