VETERANS SERVICE OFFICER

General Functions
   Performs responsible management, administrative and supervisory work in planning, directing, and administering the Veterans' Services Program, which advises and assists veterans and their dependents on matters pertaining to their rights and benefits available under various federal and state statutes.

Work is performed under the supervision of a Senior Program Manager and is reviewed through observations, conferences, reports and results achieved.
 
Representative Duties /Assignments
  
  • Directs and manages the County Veterans' Service Program. Develops policies and procedures relative to program operations.
  • Reviews claims information, briefs, pertinent records and evidence. Contacts doctors and other individuals relative to furnishing pertinent affidavits and evidence for individual claimants. Represents veterans before various officials, as necessary to establish claims.
  • Supervises staff engaged in counseling and providing assistance to veterans and their dependents in preparing, filing, and appealing benefit claims. Plans, assigns, and reviews the work of staff and conducts periodic and special conferences.
  • Maintains contact with national, state, and local organizations concerned with veterans' affairs. Prepares and delivers presentations to civic and business groups.
  • Interprets federal laws and Department of Veterans' Affairs rules and regulations. Interprets medical terms and procedures for staff, veterans and their dependents.
  • Directs and supervises the Veterans' Service outreach program to county-wide nursing homes for veterans and their dependents who are nursing home patients.
  • Prepares the program's annual financial budget request by analyzing current and future requirements, and administers the budget. Establishes policies and procedures for operations.
  • Performs related work as assigned or required.
 
Minimum Qualifications
   Bachelor's degree and four years military experience in a supervisory position in recruiting, casualty assistance, Personnel Customer Service, or as a Senior Enlisted Advisor, to include two years counseling experience; or an equivalent combination of relevant education or experience.

In accordance with Florida Statute 292.11, must be a veteran who served as a member of the Armed Forces of the United States during a period of war as defined in Title 38, U.S.C. Served at least 18 months active duty in the Armed Forces and separated from service under Honorable Conditions, or the surviving spouse of such veteran.

Any Honorably Discharged wartime veteran who was discharged for service-connected or aggravated medical reasons before 18 months of active duty, who completed a tour other than active duty for training regardless of length of the tour, or who satisfied his/her military obligation in a manner other than active duty for training or Reserve duty and is eligible for employment as a County Veterans' Service Officer.

Must attain Florida Department of Veterans' Affairs Service Officer certification within one year of hire.

Must be able to demonstrate intermediate proficiency in word processing functions, preferably Microsoft Word and email functions.

Selected applicant may be subject to a background screening and fingerprinting for which he/she must bear the cost and must obtain favorable screening results in order to obtain employment.
