FIELD SPECIALIST II

FLSA Status: Non-Exempt 

General Functions
   Performs skilled technical work for operation and maintenance of underground utility piping and pumping facilities. An employee assigned to this classification is responsible for performing technical duties in field operations in one or more of the following areas: heavy equipment operation, valve, meter and hydrant operation and maintenance, pump station operation and maintenance, repair and installation of piping systems, safety, sewer video inspection and sealing, sewer cleaning equipment, line locations, backflow prevention/cross connection control and other areas may be determined by specific operational needs.

Work requires independent judgment and is performed under the general supervision of a designated supervisor. Work is reviewed through observations, conferences, reports and results achieved. May be assigned as team leader. May be required to provide training.

Proficiency/Skill Areas:
    (1)Heavy equipment operation
    (2)Proficiency and use of computer software used in operation
    (3)Construction of a piping system
    (4)Video inspection and Sealing of gravity collection system
    (5)Operations, maintenance and repair of pump stations
    (6)Proficiency in the use of equipment for service installation and meter maintenance
    (7)Operation and maintenance of a piping system


    Within one (1) year of hire/promotion date, employees must successfully pass a written General Knowledge Test and a Skill Test in two (2) of the specialty areas listed above with a passing score of at least 70% on each. In addition to the written tests, a hands-on skill test demonstrating mastery of the skill must be successfully completed for each of the two (2) skill areas.
 
Representative Duties /Assignments
  
Water Reclamation Representative Duties
  • Performs video inspection, cleaning, and chemical grouting of wastewater collection systems.
  • Repairs wastewater collection and transmission system.
  • Locates wastewater mains and services to protect the integrity of the system prior to excavation by the contractors.
  • Repairs and maintains pump stations and reclaimed water booster stations.
  • Repairs, replaces, and maintains reclaimed water meters/boxes to ensure water revenues are accounted for accurately and right-of-way hazardous conditions are prevented.
  • Maintains records and documentation of system details to facilitate effective operation and maintenance programs.
  • Other duties related to operational systems as assigned.

Water Representative Duties
  • Installs repairs, replaces, and maintains water meters/boxes to ensure water revenues are accounted for accurately and right-of-way hazardous conditions are prevented.
  • Operates and maintains valves, hydrants, blow-off to ensure proper operation during fire-fighting events and to ensure areas can be isolated for emergency repairs to prevent contamination of the public drinking water supply.
  • Flushes, flow tests, collects water samples and troubleshoots the water system to maintain adequate water quality and pressure in the distribution system.
  • Constructs, installs, and repairs water mains and services to assure delivery of sufficient water at adequate pressures to a rapidly growing community.
  • Locates water mains and services to protect the integrity of the system prior to excavation by the contractors. Performs inspections on newly added piping systems. Conducts sanitary inspections to identify cross connection hazards.
  • Maintains records and documentation of system details to meet regulatory requirements and to facilitate effective operation and maintenance programs.
  • Other duties related to operational systems as assigned.
 
Minimum Qualifications
  
    Water Reclamation Minimum Qualifications

    • High School Diploma or equivalent
    • Depending on area of assignment, must obtain a FWPCOA Class B certification as a field technician in Collections or Reclaimed Water.
    • Depending on area of assignment, must be able to comply with the requirements of the Utilities' Health and Safety Manual.
    • Passage of two approved Correspondence Courses related to field of work.
    • Completion of two approved Technical Classes.
    • Depending on area of assignment must possess appropriate level of CDL with required endorsements or possess CDL permit and, obtain license and endorsements within six months of hire or promotion.
    • Must demonstrate proficiency in two skills areas.

    Water Minimum Qualifications

    • High School Diploma or equivalent
    • Must have State FDEP mandated Level 2 Water Distribution Operator License
    • Depending on areas of assignment, must be able to comply with the requirements of the Utilities' Health and Safety Manual
    • Depending on area of assignment must possess appropriate level of CDL with required endorsements or possess CDL permit and, obtain license and endorsements within six months of hire or promotion.
    • Must demonstrate proficiency in two skills areas
 
Preferences
   Prefer applicants with mechanical aptitude and physical ability. Prefer applicants with knowledge of Orange County Safety rules and regulations. Enhanced skills in the use of tools, heavy/light equipment and materials used in water/wastewater pipe line construction, operation maintenance functions.
