SCADA ADMINISTRATOR

General Functions
   This is technical work responsible for the operation, performance, and maintenance of the Supervisory Control and Data Acquisition (SCADA) telemetry system through process improvement methodologies, and successful use of contractual maintenance services that monitor and control both remote and local industrial Water Facilities.
 
Representative Duties /Assignments
  
  • Provides SCADA System administration and security.
  • Adds input/output points to database, screen building, adds data links. Solves software problems related to Intellution.
  • Troubleshoots and repairs Windows NT, Windows 2000 and Windows XP operating systems problems. Installs upgrades to operating systems.
  • Replaces computer hardware, backing up databases, troubleshoots and repairs data acquisition equipment.
  • Sets up trending information and supports Operations on-going needs.
  • Installs Programmable Logic Controllers and input/output devices field. Programs PLC’s to control & report process information. Installs communications equip. Calibrates & repairs analytical equipment. Adds alarms. Sets up equipment to communicate using established protocols. Tests and runs diagnostic to verify connectivity of equipment. Maintains extensive electronic media and documentation on Plant PLC programs.
  • Plans for upgrades. Collects historical information. Cleans & maintains computer and communications equipment. Orders replacement equipment and software. Maintains warranty information. Submits budgets input and cost information needed to maintain SCADA system. Budgets for software, supplies and additional hardware. Submits budget information on vehicles and tolls needed to support SCADA system. Documents equipment repairs using Maximo CMMS.
  • Trains other technicians & operations staff in proper operation of Intellution and Modicon PLC maintenance & repairs. Creates engineering solutions for process problems. Tunes control loops to control chemical processes. Remains on-call for emergency repairs and service.
  • Develops specifications for vendors for repairs, upgrades & new installation work. Assist IT department in troubleshooting county network communications problems. Works with Bellsouth and Sprint to facilitate repairs on ISDN and T-1 data lines to minimize outages.
  • Modifies existing documents and drawings. Maintains technical library. Advises management of needed technology upgrades. Serves as primary vendor for Intellution and PLC system information.
  • Programs switches and routers to set up Ethernet networks and configure computers and other HMI equipment for communications to field equipment.
 
Minimum Qualifications
   Bachelor's Degree from an accredited college or university with a major in Management Information Systems, Computer Science, Engineering or related field. Three (3) years of experience in telemetry systems installing software, data analysis, maintaining and troubleshooting hardware. An equivalent combination of education and experience, which provides the required skills, knowledge and abilities, may be substituted for the required education and experience.

This position requires that the incumbent be available on an on-call basis to ensure that all systems are efficiently operating.

Software and Equipment Skills Required

Window NT 4.0, Windows 2000, Windows XP, Intellution iFix Product 2.2/4.0 version, Proworx and Proworx 32 programming software, bridges, routers, switches and other networking hardware. Must be familiar with using Telnet and HyperTerminal communications. Electrical test equipment including, volt, ohm, frequency meters, Replace power supplies, hard drives, network cards Video Cards, SA85 modbus+ cards, tape drive units and monitors as needed to maintain SCADA system
 
Preferences
   VB Scripting; experience in Water Production and Distribution, AutoCAD, Allen-Bradley PLC Programming, A+ certification, Cisco certifications
