ASSISTANT MANAGER, UTILITIES ENGINEERING

General Functions
   Supports Assistant Director with the overall supervision of the Utilities Engineering Division. Responds to complaints and inquiries from the public, the media, elected officials, and other government agencies. Oversees the Division budget and handles all progressive corrective action for the Division. Consults with the Mayor's Office, County Commissioners, the County Administrator and other Divisions and Departments in order to resolve all stakeholder issues efficiently and effectively.

Responsible for assisting the Assistant Director in planning, coordinating, leading, and directing operations for the specified Division. Provides leadership and supervision to the professional, technical and administrative involved in a variety of tasks associated with the specified Division. Provides high-level professional support.

Work is performed with independence and reports to the Assistant Director, Utilities.
 
Representative Duties /Assignments
  
  • Acts in absence of Assistant Director.
  • Responsible for managing and coordinating the day to day activities of the Division.
  • Directs the review of project reports, engineering plans, construction specifications, and contract documents prepared by in-house staff and outside consultants.
  • Responsible for all written correspondence and inquiries from other Divisions and Departments, government agencies, and the public. Takes direct action or makes recommendations to the Assistant Director when appropriate.
  • Conducts meetings with customers, citizens, developers, contractors to review issues and to provide interpretations of County regulations and ensure outcomes are in compliance with County standards, ordinances and regulations.
  • Prepares, coordinates and reviews Division agenda items and discussion reports for presentation to the Assistant Director, Director, County Administrator and the Board of County Commissioners.
  • Provides input and support to the Assistant Director in the preparation and review of the Division's capital improvement program, operations and maintenance and annual budgets to ensure consistency with County, Department and Division objectives.
  • Develops and monitors contract allocations including approval of bids and authorizing of expenditures.
  • Directly responsible for all personnel matters within the Division, including hiring, progressive corrective action, training and development, annual performance appraisals and related activities.
  • Keeps up-to-date on regulatory changes pertinent to the Division and participates in technical/professional society activities, and makes public presentations.
  • Performs other duties of a comparable level as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Civil Engineering, Environmental Engineering or closely related field and five years of progressively responsible engineering experience in a water, wastewater, engineering or solid waste environment, to include two years of supervisory experience.

Must possess registration as a State of Florida Professional Engineer
 
Preferences
   Master's degree from an accredited institution in Civil Engineering, Environmental Engineering or closely related field.
