(9450) MANAGER II - UTILITIES CONSTRUCTION

General Functions
   Under minimal supervision, supervises, plans, and directs the activities of the Utilities Construction Division in order to ensure the proper management of County utilities construction and inspection functions. Develops and implements long range plans, policies and programs to maximize effectiveness and productivity of department. Reviews work of subordinates for completeness and accuracy. Reports to the Deputy Director of Utilities.
 
Representative Duties /Assignments
  
  • Manages and supervises activities of division to ensure customer expectations are met or exceeded through an efficient work force and quality performance.
  • Maintains and monitors project schedules to ensure timely completion and takes corrective action for projects behind schedule.
  • Acts as executive liaison in coordinating all matters relating to construction programs between contractors, engineering staff and consultants during construction of all projects.
  • Negotiates contractor claims, disputes and change orders.
  • Develops and administers division's annual budget and direct programs to be consistent with budget objectives.
  • Interacts with employees to encourage self-directed action; develops and promotes leadership and fosters mutual respect and integrity.
  • Maintains liaison with Federal and State agencies, which have cognizance over environmental and safety aspects of construction.
  • Establishes division personnel policies and procedures and administers hiring, discipline, performance plans, appraisals and other personnel matters.
  • Maintains a program of continued professional competency through training, seminars and participation in professional society activities.
  • Directs department's cons tractability review program to increase accuracy and viability of contract plans and specifications.
 
Minimum Qualifications
   Bachelor's Degree in Civil, Environmental, or Construction Engineering and seven (7) years of progressively responsible experience in utility construction (water, wastewater and/or solid waste), including four years of supervisory experience. A Master's Degree in Engineering may be substituted for two years of the required experience.
 
Preferences
   Valid registration by the Florida State Board of Engineering Examiners as a professional Engineer is preferred.
