General Functions
   Responsible for assisting the Deputy Director in planning, coordinating, leading, and directing operations for the Utilities Department. Provides leadership and supervision to the professional, technical, administrative and collective bargaining unit staff involved in a variety of tasks associated with the Utilities Customer Service or Engineering Divisions. Provides high-level professional support.

Work is performed with independence and reports to the Director, Utilities.
 
Representative Duties /Assignments
  
    Based on area of responsibility duties may vary:
  • Conducts meetings with development representatives to review projects plans and to provide interpretations of County regulations and ensure development plans are in compliance with County standards, ordinances and regulations.
  • Prepares, coordinates and reviews Department/Division agenda items and discussion reports for presentation to the Director, County Administrator and the Board of County Commissioners.
  • Provides input and assistance to the Director in the preparation and review of the Department's capital improvement program, operations and maintenance and annual budgets to ensure consistency with County, Department and Division objectives.
  • Directly responsible for personnel matters within the Division, including hiring, discipline, training and development, performance appraisals and related activities.
  • Develops and implements operational improvements including technology driven solutions where feasible.
  • Keeps abreast of regulatory changes, construction trends and technologies, participates in technical/professional society activities, and makes public presentations.
  • Assistant Director/Development Engineering serves as a voting member on the County Development Review Committee.
  • Performs other duties of a comparable level as assigned.
 
Minimum Qualifications
  
    Assistant Director -Utilities Customer Service
  • Bachelor's degree from an accredited institution in Business or Public Administration, Finance, Accounting or closely related field and eight years of progressively responsible customer service experience in a water, wastewater or solid waste utility, to include five years of supervisory experience. A Master's degree in specified areas can substitute for two years of the required experience.

    Assistant Director -Utilities Development Engineering
  • Bachelor's degree from an accredited institution in Civil Engineering or closely related field and eight years of progressively responsible experience in water, wastewater or solid waste engineering to include five years of supervisory experience. A Master's Degree in specified areas can be substituted for two years of required experience.
  • Must possess and maintain registration as a State of Florida Professional Engineer.
