CHIEF UTILITIES INSPECTOR

FLSA Status: Non-Exempt 

General Functions
   Supervises a staff of Utilities Inspectors to ensure compliance with approved plans and specifications, and performs all construction administration on projects.

Distinguishing Characteristics of Work

This is advanced technical work with emphasis on field supervision and office administration. Supervision is received from the Construction Manager and is reviewed in progress through conferences, records, reports, performance appraisals and results achieved.
 
Representative Duties /Assignments
  
  • Supervises staff of Utilities Inspectors.
  • Acts as liaison between contractor, County and consulting engineers throughout construction process.
  • Issues directives to the contractor.
  • Performs Construction Administration, to include: reviewing plans and specifications before bidding, holding pre-construction conferences and progress meetings, processing pay requests and change orders, issuing task authorizations for continuing contracts, and receiving invoices for continuing contracts.
  • Completes performance evaluations on subordinates.
  • Participates in department budget preparation and plans for future manpower and equipment needs.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Graduation from High School or equivalent and ten years of experience in the construction or inspection of water and wastewater transmission and treatment facilities, solid waste facilities and other related structures, to include five years of supervision experience.

Must have satisfactorily completed the Contractor's Underground Utility Examination for inspectors.

Must possess and maintain a valid Florida Driver's License.

Must have the ability to communicate well with the general public while discussing, explaining and interpreting standards and codes.
