ENVIRONMENTAL MANAGEMENT SYSTEM PROJECT MANAGER

General Functions
   The position is responsible for developing, implementing and administering the Orange County Utilities environmental management system (EMS). The EMS will help utilities effectively serve the public through a formal continuous improvement program. Also responsible for updating/implementing a formal capacity, management, operation and maintenance (CMOM) program through the EMS including assessment and mitigation of existing gaps.

Work is performed with independent judgment under the general direction of the Utilities Deputy Director. Performance is evaluated through meetings, reports, observations and results achieved.
 
Representative Duties /Assignments
  
  • Leads development and implementation of Orange County Utilities Environment Management System (EMS) program.
  • Responsible for updating/implementing a formal the capacity, management, operation and maintenance (CMOM) program through the EMS including assessment and mitigation of existing gaps. Oversees consultants engaged in CMOM.
  • Oversees and leads Standard Operating Procedure (SOP) and training committees to meet regulatory commitments and drive efficiency improvements across the organization.
  • Works with Senior Management to establish organizational work processes and controls. Finds effective ways to implement change management to assure compliance with program elements and delivering on stringent regulatory requirements.
  • Develops and implements process, procedure and administrative controls. Performs internal technical and process audits and develops corrective recommendations to optimize the use of human and material resources.
  • Administers reporting and Key Performance Indicators (KPI) programs to track performance against goals and measure effectiveness and achievement.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution and five years of project management and/or organizational development experience in developing, reviewing and determining compliance with procedures and developing/implementing corrective action programs in a business, manufacturing, environmental protection, public works or utilities environment.
 
Preferences
   Bachelor's degree from an accredited institution in Environmental Science, Engineering, Chemistry, Biology or other associated sciences.

Utilities management experience.

Familiarity with ISO14001 - specifies the requirements for an environmental management system that an organization can use to enhance its environmental performance and responsibilities in a systematic manner that contributes to the environmental pillar of sustainability.
