UTILITIES CHIEF DISPATCHER

General Functions
   Provide operational and administrative supervision of the Public Utilities Dispatching function, providing 24 hour radio and telephone communications in support of routine system maintenance and emergency repairs.

Distinguishing Characteristics of Work

This is responsible supervisory work overseeing the communications processing and dispatching services in the Public Utilities Department. An employee assigned to this classification is responsible for training, scheduling, and supervising a staff of dispatchers to ensure that the proper processing and documentation of radio and telephone communications are performed in accordance with department, County, and FCC policies and procedures.

The employee exercises considerable independent judgment while assisting on-duty dispatchers in response to customer problems and complaints and coordinating repair efforts during and after normal working hours.

The employee ensures that the dispatching function is manned at all times, including county-wide emergency/disaster occurrences such as hurricanes, and coordinates the Departments communication effort with other local, county and state agencies.

The employee reports to an assigned supervisor and work is reviewed on a periodic basis for compliance with established procedures and achievement of desired results.
 
Representative Duties /Assignments
  
  • Supervises the operation of the Public Utilities communications network through the hiring, training and scheduling of dispatching staff, ensuring 24 hour coverage at all times.
  • Periodically monitors radio communications after normal working hours and assist the on-duty dispatcher as required by radio or telephone.
  • Provides periodic radio and telephone communications training to Department employees.
  • Updates and maintains listings of radio number assignments, FCC radio codes, and Public Utilities radio codes, policies and procedures. Ensures that quarter section, maps and other reference materials are current.
  • Functions in the capacity of a Dispatcher, performing all dispatching duties and responsibilities when required.
  • Ensures electronic radio and telephone monitoring equipment is properly maintained, repaired and adequately supplied to document communications.
  • Prepares reports as required.,/li>
  • Consults with supervision on critical or questionable situations.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   High school graduate or equivalent and two years experience in communications processing by radio or telephone, including direct communications with the general public. Familiarity with utilities operations and supervisory experience are preferred.
