General Functions
   Provide strategic planning, oversight, administration and management of all aspects of operations and services for Orange County Head Start Division. The Head Start manager must have demonstrated skills and abilities in a management capacity relevant to human services program management.
 
Representative Duties /Assignments
  
  • Provide administrative oversight and coordination of Division activities including the planning, coordination, development and implementation of the divisions service delivery.
  • Develop, monitor and control Divisions grants & general fund budgets by analyzing and projecting expenditures and revenues.
  • Develop and review division policies and procedures for operational relevance and compliance with Federal Performance Standards, State and local statutes and regulations.
  • Represents the Division at national, regional, state and local meetings, and interfaces with university, public and private school officials, community leaders, agency heads and business leaders on behalf of the Division.
  • Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and other related activities.
  • Responsible for providing ongoing information and updates on Division operations and federal requirements to the Head Start Policy Council and the Board of County Commissioners.
  • Assist the Policy Council in the areas of policy formulation and implementation.
  • Develop and negotiate contracts with Federal, State and local agencies for funding in accordance with Orange County policies.
  • Develop division goals consistent with community needs and Orange County guidelines.
  • Perform other duties of a comparable level as assigned.
 
Minimum Qualifications
   Masters degree in Early Childhood Education, Elementary Education, Public Administration or other closely related field and five years of responsible administrative and supervisory experience in early childhood education and/or human services program management.
 
Preferences
   Experience working in a Head Start Program.
Working knowledge of Microsoft Word, Excel, Power Point, and Outlook.
