ASSISTANT MANAGER, PROCUREMENT

General Functions
   Assists in management and supervision of the activities of the Orange County Procurement Division. The position is responsible for implementing consistent operational strategies. The role is responsible for administering procurement data systems and ensuring adequate systems are in place to manage solicitation, contract management, procurement oversight, and process standardization.

Work is performed with independence and the position reports to the Manager, Procurement Division. The work is evaluated by timeliness, compliance, and effectiveness of the programs and procedures.
 
Representative Duties /Assignments
  
  • Establishes, maintains, and disseminates guides, manuals, and other documents regarding procurement policies and procedures related to Procurement.
  • Manages, reviews, and negotiates provisions for contracts, solicitations, and purchase orders.
  • Provides advanced support for complex solicitations, grant funded procurements, evaluations, contracts, negotiations, and amendments.
  • Administers data systems for procurement operations. Coordinates with the Information Systems and Services Division for continued enhancements in data management, solicitation management, and contract management.
  • Assists in formulating goals and objectives for long and short term strategic planning for all Procurement processes and programs.
  • Develops training materials and programs for Procurement Division staff and other County personnel concerning procurement systems, operating policies, and procedures.
  • Regularly communicates and meets with County Commissioners, County Administration, Department Directors, Division Managers, vendors, engineers, and consultants.
  • Responsible for oversight of the County's procurement card program.
  • Responsible for preparing, coordinating, and monitoring the Division budget.
  • Acts as the Division Manager in absence of the Manager.
  • Responsible for supervisory duties including planning, managing, and evaluating performance of staff. Recommends selection of new hires and assists with disciplinary actions of employees.
  • Coordinates internal and external audits of the County's Procurement Program.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Business or Public Administration, Business Law, Finance, Purchasing, or closely related field and minimum of five years of progressively responsible experience in public procurement, including two years of supervisory responsibilities.

Must possess and maintain the following - Certified Public Procurement Officer (CPPO), Certified Federal Contracts Manager (CFCM), Certified Professional Public Buyer (CPPB), or Certified Purchasing Manager (C.P.M.).
