BUYER SUPERVISOR

General Functions
   Provides supervision and technical expertise in the administration of procurement of goods and services in line with the County policies and procedures. The Buyer Supervisor plans, organizes and manages procurement activities of the professional buyers.

The position reports to Procurement Administrator and work is performed with limited supervision and is reviewed for compliance with division objectives and policies for achievement of desired results.
 
Representative Duties /Assignments
  
  • Applies knowledge of public procurement principles and practices, automated financial data systems, budgets and accounting in the supervision of purchase order preparations, contract encumbrances and other Orange County business documents.
  • Approves awards of sole source, emergency procurements, purchase orders, contracts and change orders with their delegated authority limits. Approves procurements made against other public entity contracts.
  • Serves as the public record liaison for the Division.
  • Reviews requisitions and change orders to ensure adequacy of item descriptions, quantities and cost estimates.
  • Analyzes procurement specifications and conducts negotiations for the procurement of goods and services.
  • Provides contract administration support to customers to address vendor/contractor performance issues.
  • Provides support and guidance to the team in resolving procurement related issues.
  • Provides training and technical assistance to customers/ internal team.
  • Researches/develops specifications, scope of work/services and contract documents.
  • Interprets and clarifies contract provisions, procurement processes and legal responsibilities to customers, contractors and internal team.
  • Researches/advises users on market trends, new goods and services and alternative sources of procurement.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Business or Public Administration, Finance, Accounting or a closely related field and three years experience in public procurement to include one year of supervisory, team leader or large project/program management experience; or an equivalent combination of relevant education or experience.
Must be able to obtain Certified Professional Public Buyer (CPPB) or equivalent within 24 months from the date of hire.

   Certified Professional Public Buyer (CPPB) or equivalent.
