ASSISTANT MANAGER, FLEET MANAGEMENT

General Functions
   This position is responsible for assisting in directing the daily activities of Fleet Management. The position performs lifecycle analysis, coordinates repairs and oversees operating expenses used to repair, replace and maintain vehicles, heavy equipment and rolling stock.
Work is performed with independence under general direction of Division Manager or Battalion Chief. Performance is evaluated through meetings, reports and results achieved.
 
Representative Duties /Assignments
  
  • Supervises the day-to-day operations of the automotive and heavy equipment repair shops. Keeps Manager informed of the status of the equipment.
  • Oversees the development of policies, procedures and plans related to services and operations. Assists in developments and implementation of Fleet's goals and objectives.
  • Oversees Division's computerized vehicle/equipment management, repair and customer service billing.
  • Develops preventative maintenance programs and training for personnel.
  • Monitors service contracts for vehicle maintenance operations, parts, fuel, etc. Works with subcontractors to ensure timely repair of outsourced projects.
  • Determine customer's needs through monthly meetings and coordinates services accordingly.
  • Reviews schedules for repair and preventive maintenance.
  • Monitor the maintenance of grounds and plant equipment for safety and operational needs.
  • Coordinates in house warranty programs.
  • Monitors countywide fuel system.
  • Oversees and approves Divisional purchases for materials, supplies and equipment. Assists in development and monitoring of Divisional budget consistent with Orange County policy and procedures.
  • Responsible for Human Resources related issues such as hiring, discipline, training and development, performance appraisals and related activities.
  • Ensure compliance to legislation and evaluate impact of changes in operational and financial efficiencies.
  • Perform other duties of a comparable level as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Business or Public Administration, Transportation Management, Automotive Engineering or a closely related field and three years of experience in fleet management administration or operations to include two years of supervisory experience. Additional years of the specified experience may be substituted for the required education on a year-for-year basis.
 
Preferences
   Experience in researching and developing specifications for vehicles, equipment, supplies and materials.
Experience negotiating repair cost or parts pricing with commercial vendors
Knowledge of budget reports and preparation
Proven communication skills (oral and written) and the ability to effectively interact, communicate, and present information to people at all levels of the organization.
Experience in asset and inventory management, customer service.
Knowledge of government finance, budget, and procurement.
Experience in municipal or state government operations.
