PUBLIC WORKS ADMINISTRATOR

General Functions
   Functions in a variety of roles within the department and throughout the organization. Performs non-routine and complex tasks, services, programs and support in multiple areas. Supervises and is responsible for the performance of staff members.

Work is performed with limited supervision and is reviewed for achievement of desired results.
 
Representative Duties /Assignments
   Duties may vary based on area of assignment:

Fiscal & Administration
  • Prepares, distributes, and assists in the interpretation of the monthly and annual financial reports comparing actual to projected budget monies. Conducts financial studies and cost analyses.
  • Directs the department’s inventory and supply acquisition functions. Monitors escrow accounts to ensure that they are within compliance with accounting procedures.
  • Monitors expenditures and appropriations in various accounts, and approves or denies requests. Coordinates department accounting and budget activities with the Finance and OMB, adjusting for errors and transferring funds as necessary.
  • Reviews and monitors financial agreements and contracts to ensure that department is in compliance. Monitors the collection of revenues and disbursements of funds for the department. Responsible for revenue projects.
  • Coordinates section activities. Responsible for the quality and the quantity of work performed by the section. Establishes procedures for fiscal issues within the Department. Professional work with extensive supervisory duties of the fiscal section.
  • Oversees and coordinates the preparation and review of the department’s operation, maintenance and capital budgets. Assists all divisions with budget preparation and monitoring.
  • Responsible for the development and implementation of performance based measurement system and multi-year capital improvement program.
  • Assists in granting of impact fee credits and alternate impact fees.
  • Typically serves as a staff member and support on various committees, such as, Road Impact Fee Credit, Transportation Planning, CIP Coordinator, Performance Based Measurement, Alternative Impact Fee, Economic Indicator and Roadway Financial Planning.

  • Human Resources & Administration
  • Managing the department LAN/WAN, GIS, Human Resources, customer services and marketing components. Developing and initiating strategies and providing supervision to staff.
  • Establishes and maintains communications with customers within the department to assess their information needs. Interacts with Information Systems & Services, Human Resources & Labor Relations, and other county agencies to coordinate information system and Human Resources efforts.
  • Develops and implements short-term and long-range plans to meet department needs, including Employee Relations Standard Operating Procedures (SOP’s), strategic plan and performance measures.
  • Administers work programs that provide and support employee training and development, employee relations, organizational assessment and development.
  • Advises departmental staff on matters that involve complex issues related to employee relations and the application of current policies and procedures. Requires participation in meetings and discussions a various work sites.
  • Coordinates section activities. Responsible for the quality and the quantity of work performed by the section. Directs the department’s human resources and LAN/WAN/GIS functions. Establishes policies and procedures for human resources issues within the Department. Professional work with extensive supervisory duties.

    Minimum Qualifications
       Fiscal & Administration
    Bachelor’s degree in Accounting, Finance, Business or Public Administration or a closely related field and four years experience performing financial analysis to include revenue and operational forecasting. Experience must include two years of supervisory or team leadership experience.

    Human Resources & Administration Bachelor’s degree in Human Resources Management, Business or Public Administration or a closely related field and four years experience in human resources management to include training, recruitment, employee and labor relations (to include due process/grievance procedures), and interpretation of personnel guidelines and federal, state and local labor regulations. Experience must include two years of supervisory or team leadership experience.

    Fiscal & Administration
    Ability to develop short-term and long-term financial analysis. Ability to understand and interpret financial agreements, accounting controls and coordinates department wide financial matters. Computer expertise and proficiency in spreadsheet and word processing computer applications.

    Human Resources & Administration
    Understanding of computer technology and the ability to manage complex issues and formulate decisions and recommendations. Proficient in word processing, spreadsheet, presentation and email computer applications.
     
    Preferences
       Fiscal & Administration
    Knowledge of Orange County budgeting practices, purchasing procedures and LGFS.

    Human Resources & Administration
    Knowledge of Orange County Personnel Policies/Procedures and Information Technology systems.
