General Functions
   Supervises and manages the operations of the Stormwater Management Division. Administers FEMA's National Flood Insurance Programs. Coordinates the planning, design permitting and facilitates construction of the County's drainage and right of way acquisition systems to prevent and mitigate flooding. Address drainage issues during emergency events and oversees maintenance of drainage facilities throughout Orange County.

Work is performed with independence and initiative under general supervision by the Public Works Director. Performance is reviewed through observations, conferences, reports and results achieved.
 
Representative Duties /Assignments
  
  • Reviews and approves highly complex hydrology and hydraulics drainage reports, drawings, and technical specifications prepared by staff and consultants for construction plans. Develops long range plans for drainage improvements and prepare budgets for Capital Improvement Projects.
  • Prepares and manages the Division's annual operating budget and approve all Divisional purchases. Recommends consultants for outside contract work, monitor the progress, and approve invoices for payment.
  • Coordinate projects with other County Divisions and government agencies as required.
  • Prepares presentations for the Board and the general public. Represents Orange County for floodplain, drainage and maintenance related public hearings and meetings.
  • Addresses drainage systems and pond maintenance inquiries and complaints.
  • Acts as liaison with Water Management Districts and recommends projects for joint funding.
  • Coordinates and administers the flood plain ordinance and recommend changes. Coordinates with the Federal Emergency Management Agency (FEMA) for map revisions and amendments. Acts as liaison with FEMA for Orange County Community Rating System.
  • Manages Division personnel matters to include hiring, discipline, training and development, performance appraisals and related activities. Reviews the work of staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Administers adequate training programs for Divisional employees.
  • Performs other duties of a comparable level as assigned by the Director or their designee.
 
Minimum Qualifications
   Bachelor's Degree from an accredited institution in Civil Engineering and ten years of experience in the stormwater/drainage field, to include five years of engineering management supervisory experience.

Must possess a professional engineer's registration at the time of hire or have the ability to obtain a Florida registration within six months of hire.
 
Preferences
   Certification as a Certified Floodplain Manager (CFM).
