General Functions
  

Responsible for assisting the director in all areas related to the coordinated management of the County's roadways, drainage systems, traffic control devices and pedestrian walkways. Ensures customer expectations are met or exceeded through effective design, construction, and maintenance activities by the use of internal/external work forces.

 
Representative Duties /Assignments
  
  • Directs and oversees the activities of assigned Public Works Divisions.
  • Ensures adherence to all statutes, codes, standards, laws, regulations that pertain to the department.
  • Keeps abreast of regulatory changes and participates in technical/professional society activities. Coordinate the preparation of amendments to county ordinances and regulations as directed.
  • Provide input and assist the Director in preparation and review of the Departments annual capital and operating budget; monitors expenditures and ensures fiscal compliance with County expectations Interacts and communicates with various groups and individuals such as the County Mayor, County Administrator, Board of Commissioners, County department director and division managers and employees, regulatory agencies, consultants, contractors, professional organizations, state departments, the public, customers
  • Plans and makes presentations to the Board of County Commissioners and the public as required. Provide direction and guidance to Public Works Managers and act on behalf of Director during absences.
  • Provide input and assist the Director in the preparation and review of the Department's Capital Improvement Program, Operations and Maintenance budgets to ensure consistency with County, Department and Division objectives.
  • Responsible for other personnel matters within the Department, including hiring, training, discipline, employee development, performance appraisals and related activities.
  • Provide direction and guidance to Division Managers and act on behalf of the Director during absences.
  • Performs related duties as required.
 
Minimum Qualifications
  

Bachelor's Degree in Civil Engineering, Business Administration or closely related field and ten years of progressively responsible experience in roadway, traffic, storm water, or construction engineering or management, to include five years of supervisory experience

A Master's Degree in specified areas can be substituted for two years of required experience.

May be required to possess and maintain registration as a State of Florida Professional Engineer, based on assignment.
