General Functions
   Manages the activities of the Roads and Drainage Division and develop policies, procedures and methods to ensure the effective operations of the Division's services including the operations and maintenance of the primary/secondary drainage system and proper maintenance and engineering modifications to the County road system, bridges and drainage system.
 
Representative Duties /Assignments
   Evaluates, prioritizes and schedules the manpower, equipment, and materials used in the maintenance of the County roadways and drainage systems.

Supervises and administers the operation of the Division, to include approving correspondences and reports and assuring that records are kept on all equipment maintenance, roads, supplies, construction materials, fuel consumption, and citizen inquiries.

Conducts meetings with senior county personnel relating to issues involving more than one Division including litigation, coordination of regulations, studies, recommendations to the County Administrator and County Commission. Conducts meetings with citizens to discuss and resolve various problems relating to the Division. Attends and coordinates meetings with representatives of various governmental agencies including Regional Planning Council, other counties, city and state agencies.

Implements and administers new policies and goals for the Division. Testifies and gives depositions concerning the maintenance of roads and drainage within Orange County.

Manages division personnel matters to include hiring, discipline, training and development, performance appraisals and related activities. Reviews the work of staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Administers adequate training programs for Divisional employees. Ensures that all employees are trained to operate under existing safety guidelines and that proper equipment is acquired.

Plans, organizes, and prepares annual budget. Performs other duties of a comparable level as assigned.
 
Minimum Qualifications
   Bachelor's Degree in Civil Engineering and ten years of experience in road and bridge construction and maintenance, as well as drainage systems, to include five years at the assistant division manager level or equivalent.

Must possess a professional engineer's registration at the time of hire and have the ability to obtain Florida registration within six months of hire.
