SENIOR ENGINEERING TECHNICIAN

General Functions
   This key position is responsible for technical assignments in partnership with engineers and requires considerable knowledge of engineering technology as it relates to County development and capital projects.

This is advanced technical work, which may include field investigation, preliminary or final design and construction of County projects and development review duties.

An employee in a position allocated to this class applies specialized skills and knowledge to County projects in relation to the design, construction, checking of engineering computations and preparation of plans and specifications.

Work is performed under the supervision of a staff engineer or other division official and is reviewed through results achieved.
 
Representative Duties /Assignments
   Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
  • Assists the Chief Engineer/Senior Engineer/ or Engineers. Supervises engineering technicians and administrative staff.
  • Reviews and approves plans or permits under supervision of staff engineer.
  • Supervises and participates in the production of plans for County projects in Public Works and Public Utilities areas.
  • Responds to all inquiries or complaints pertaining to plans or permits applicable to Orange County process, codes, reports, fees and engineering issues.
  • Leads cross-sectional work teams and supervises technical and support personnel.
  • May work with attorneys, surveyors and developers in plan development.
  • Performs related work as required.

  • Public Works:
  • Receives and processes Right-of-Way/Underground Utility, Excavation, Fill and Mass Grading permit applications.
  • Prepares general correspondence including letters regarding permit modifications and denials and violations. Receives, reviews and process Use Agreements for right-of-way utilization permits. Provides research for right-of-way and underground work.
  • Reviews lot-grading plans for compliance with Orange County Code and Specifications at the One Stop Permitting Services Section.
  • Administers and manages letters of credit and cash escrows related to maintenance guarantee, mass grading, excavation and fill permits.

  • Utilities:
  • Makes periodic field visits, issues clarifying drawings as required, checks equipment catalogs and shop drawings for compliance with contract documents.
  • Assists in the review of preliminary site plans for subdivisions, planned developments and developments of regional impact.
  • Coordinates subdivision plat review and process petitions to vacate plats or portion plats in compliance with state and County laws and regulations.

 
Minimum Qualifications
   High school diploma or equivalent and six years of progressively responsible experience in the area of assignment. College level education with major course work in engineering, architecture, construction, business administration, pre-law or other related field may be substituted for the required experience on a year-for-year basis.
 
Preferences
   Knowledge of construction specifications and the ability to read and interpret blueprints.
