ENVIRONMENTAL COORDINATOR

General Functions
  

This position is a highly responsible professional and technical work coordinating functions related to compliance, enforcement and research on environmental matters. The position also coordinates enforcement and environmental studies and research work for the Orange County Utilities Department.

Work is performed independently and is subject to the review of the Supervisor for conformance with state and local legislation, contract obligations, and the Board of County Commissioners objectives.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Supervises and participates in the investigative process to determine environmental regulation compliance.
  • Reviews documentation and responds to queries, complaints or investigative requests from the general public or local, state and federal agencies.
  • Coordinates the expertise of the laboratory or operational staff of the department to ensure accurate and thorough laboratory results.
  • Periodically reviews Orange County's status for regulatory compliance and directs whatever actions are necessary to meet compliance.
  • Directs and participates in studies, surveys and specialized research.
  • Acts as staff technical advisor on all scientific aspects of pollution and prepares related reports for public and regulatory information.
  • Advises the public regarding the handling and disposition of hazardous and toxic waste.
  • Coordinates the operation of permanent household hazardous waste (HHW) facilities and HHW community collection events with contractor and other participants.
  • Develops and maintains standard operating procedures related to environmental compliance.
  • Performs other related duties as assigned.

Water Reclamation

  • Schedules and performs inspections of commercial, private and industrial facilities within the county's sewer service area including sample collection planning and rescheduling and performing environmental field tests
  • Supervises all program staff and participates in the investigative process to determine commercial and/or industrial facility compliance with Federal/State/County requirements related to wastewater discharges
  • Communicates with commercial and residential customers, waste haulers, other utility department sections, county agencies, and other agencies as needed to effectively implement and enforce regulatory & program requirements to respond to queries, complaints or investigative requests.
  • Investigate and identify noncompliance discharge sources into the County's wastewater system, implement and enforce infractions, periodically reviews violator's compliance status and directs necessary action to achieve compliance.
 
Minimum Qualifications
  

Graduation from an accredited college or university with a Bachelor's degree in Biology, Chemistry, Microbiology, Engineering or a related discipline and three years of progressively responsible experience in environmental protection or an equivalent combination of a closely related education and experience.
