SENIOR ENVIRONMENTAL SPECIALIST

General Functions
   Work is advanced technical and professional tasks in support of an environmental management program, requiring extensive knowledge of County, state, and federal environmental regulations. Work is characterized by considerable independence and responsibility to exercise initiative, and carry all assignments through to completion. Provides technical assistance to Environmental Specialists I & II. Performs field activities, reviews environmental documents, provides regulatory oversight, and takes enforcement action as needed.
 
Representative Duties /Assignments
   Specific duties will vary, based on area of assignment.
  • Conduct complex inspections, investigations, and permitting issues.
  • Coordinate activities with outside agencies to provide for comprehensive enforcement and/or permitting in cases involving multiple jurisdictions.
  • Train new staff in proper procedures and techniques.
  • Assist less experienced staff with permitting and enforcement issues.
  • Meet with violators to resolve non-compliance conditions on a voluntary basis.
  • Prepares administrative consent agreements; monitors the activities of violators to ensure compliance with terms of consent agreements.
  • Participate in the preparation of noncompliance cases to be presented to the Code Enforcement Special Magistrate, Environmental Protection Commission, and/or County Attorney’s Office.
  • Participate in studies, surveys, and specialized research.
  • Analyze environmental data for violations and significant trends.
  • Investigate complaints and perform fieldwork as needed.
  • Attend public meeting and provide public assistance.
  • Perform other related duties as assigned.
Specialized Duties of Position with Specific Environmental Teams

Storage Tank Compliance Conducts inspections of facilities with pollutant storage tanks, including a physical inspection, examining required records, and determining facility compliance with Chapter 62-761 and 62-762 Florida Administrative Code. Must be a certified tank inspector or able to obtain certification within one year of hire.

Petroleum Clean-up Performs project management of all phases of petroleum cleanup activities including Pre-Approval/Non-Program/Voluntary Cleanup. Review and comment on technical reports submitted by environmental consultants for conformance and completeness pursuant to Chapter 62-770 and Chapter 62-777 Florida Administrative Code.

Air Quality Conducts inspections of industrial and other air-related sources to determine regulatory compliance. Performs visible emissions observations and monitors stack tests. Performs ambient air sampling. Performs scheduled maintance, calibrations, verifications and audits of ambient samplers and ancillary equipment. Performs quality assurance checks.

Compliance & Waste Management Performs a variety of environmental related inspections including landfill, wastewater, hazardous waste, and others related to environmental impacts. Responds to complaints. Required to participate in periodic “on-call” emergency response duty.

Ombudsman & Outreach Researches, develops, and prepares presentations for public outreach. Performs a variety of public relations speaking events/presentations to disseminate information on Division programs and services, and for the benefit of environmental education. Conducts research projects for the Division on varied topics as needed.

Lake Management Gathers limnological and water quality data and prepares related reports. Develops scopes of work and manages water quality improvement projects and contracts and reviews technical reports related to lake management. Develops budgets for special taxing districts. Attends water advisory board meeting and community meeting.

Environmental Permitting and Compliance Reviews environmental permit applications to ensure compliance with County rules and regulations. Negotiates with consultants and applicants to minimize environmental impacts. Identify, delineate, and permit impacts to wetlands.

NPDES Conducts field inspections & responds to complaints regarding industrial facility and construction site stormwater discharges. Investigates discharges to surface waters. Reviews discharge monitoring reports and pollution prevention plans.

Ecological Assessment Team Performs environmental sampling of surface water and soil. Sampling occasionally performed in difficult conditions including inclement weather and habitat. Operates boats and trucks. Ensures sampling methodologies comply with SOPs. Maintains and orders sampling equipment as necessary. Provides support to LIMS administrator and biological analyses.

Environmentally Sensitive Land Evaluates the biological components of potential acquisition parcels. Develops passive recreational opportunities on Environmentally Sensitive Land (ESL) properties. Develops and implements land management plans for ESL parcels.

Environmental Engineering Section – Solid Waste Division - Utilities Department Supervision of contractors performing landfill - related monitoring such as groundwater and air quality, and repair work. Reviews cost proposals, generates work orders and evaluates work performed. Collects groundwater, surface water, and wastewater samples. Sets-up automatic samplers, monitoring stations, and probes and performs equipment calibration/maintance as required. Conducts random load inspections, internal facilities inspections, and landfill liner integrity inspections and other inspections and tasks related to permit compliance. Provides guidance to homeowners and businesses in the handling and disposal of household hazardous waste and other special wastes.

Water Division – Field and Compliance Activities Reviews data for compliance with regulations and compiles reports of analytical and field results for submission to Florida Department of Environmental Regulation and Water Management Districts. Analyzes data with the use of water quality simulation models and prepares reports related to water quality and quantity programs. Develops educational and consumer outreach programs related to water quality and quantity. Develops grant applications for conservation related programs. Prepares annual budget for water conservation programs. Manages contracts and works with contractors on public outreach programs related to water programs. Develops ordinances and monitors enforcement related to water conservation and water efficient landscaping.
 
Minimum Qualifications
   Graduation from an accredited four-year college or university with a Bachelors Degree and major course work in Environmental or Civil Engineering, Geology, the natural sciences, or a related field and three years of environmental experience.

Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
 
Preferences
   Knowledge of supervisory principles and practice. Knowledge of public relations and customer service skills.

Based on area of assignment, may be required to possess and maintain a valid Florida Operator’s license.

Environmental Engineering Section – Solid Waste Division - Utilities Department:

Knowledge of FDEP’s solid waste rules and regulations and groundwater monitoring experience.
