SENIOR HOUSING REHABILITATION SPECIALIST

FLSA Status: Non-Exempt 

General Functions
   The Senior Housing Rehabilitation Specialist conducts inspections and tests to enforce compliance with federal program guidelines, County adopted codes, applicable laws, rules, and regulations. Assists the management team with tracking and evaluation of work performed for housing rehabilitation and capital improvement projects.

Work requires independent judgment and is performed under the Program Development Supervisor. Performance is evaluated through efficiency, effectiveness and results achieved.
 
Representative Duties /Assignments
  
  • Assists with the day to day project management and contract compliance of housing rehabilitation and capital improvement projects
  • Oversees inspections and work performed on housing rehabilitation projects and capital improvement projects for compliance with contractual agreements, building codes, and HUD housing standards
  • Reviews work specifications and change orders. Interprets construction plans and blue prints and provides technical advice and support in complex situations
  • Provides technical assistance to sub-awardees and contractors, oversees construction bids related to projects
  • Ensures compliance with contractual agreements, codes, and established standards
  • Completes and maintains records of compliance and inspection reports
  • Communicates with clients, vendors, contractors, and sub-awardees the results of inspections and recommended actions in cases of delays or noncompliance
  • Tracking of project schedules to ensure timely project completion
  • Develops specifications and drawings, which conform to local building, electrical, plumbing, mechanical, and other applicable regulations
  • Addresses warranty complaints/requests
  • Assists with the preparation of special reports using technology
  • Performs other related duties as assigned
 
Minimum Qualifications
   Graduated from a High School or equivalent and five years of experience in the construction industry, or construction inspections. An equivalent combination of relevant education and experience may be considered.

Must possess State of Florida Building Inspector license pursuant to Florida Statute Chapter 468, Part XII or State of Florida Residential, Building, or General Contractor license; and one of the following:
  • EPA Certified Renovator (RRP) certification
  • Licensed as a lead­ based paint inspector or risk assessor
  • Able to obtain lead-based paint inspector
  • Risk assessor within twelve (12) months of hire
 
Preferences
   Must be able to communicate effectively with employees and the general public while discussing, explaining and interpreting specifications, standards, codes, and program requirements.

Utilizes specialized software to prepare and maintain inspection reports.

Ability to handle complaints and deliver customer service in a professional manner.

Must successfully complete construction related certifications necessary to perform this role.
