PLANNING & DEVELOPMENT ASSISTANT

General Functions
   Provides assistance in the technical implementation and administration of Community Development Block Grant (CDBG) capital projects, Comprehensive Policy Plan (CCP) amendment process, back-up support for Development Review/Current Planning and/or gives technical, computer, office automation support to the division based on area of responsibility.
 
Representative Duties /Assignments
   Housing & Community Development
Implementing major capital improvement projects and providing technical support for activities as assigned. Researches and recommends preliminary design and cost for CDBG projects and coordinates implementation and execution. Monitors progress of CDBG projects through preparation and distribution of monthly status reports. Works with other County divisions, outside agencies and organizations implementing projects. Writes reports, letters and memoranda. Prepares written cost estimates for CDBG projects. Attends pre-design, and pre-construction meetings. Provides construction administration on small projects, $25,000 or less, as assigned. Prepares annual Grant Performance Report and monitors for Federal regulation compliance.

Assists users with PC file maintenance and system configuration. Provides instruction, problem resolution, and direct support. Acts as interface to software vendors for support to computer and automation system users. Answers routine technical and operational questions. Performs and monitors systems backup. Performs other program related duties as assigned.

Planning
Ensures the minimum legal requirements are met for advertisement and adoption of Comprehensive Policy Plan (CPP) amendments, including preparation of advertisements and notices, ordinances, and arranging community meetings. Prepares and maintains files and staff report documents for CPP amendments, including preparation of computer-generated maps and distributes staff reports and related documents prior to public hearings. Provides staff support, including preparation of staff reports, research and analysis.

Provides staff support for CPP updates, including data collection and analysis for CPP Elements and amendments. Maintains the CPP document and Future Land Use Maps.

Provides staff support for the Development Review/Current Planning Section/Neighborhood Section. Prepares backup material for Development Review Committee (DRC), Planning and Zoning Commission and Board of County Commission public hearings. Prepares and updates the database for public distribution, Development Yearbook and land use inventories. Organizes and notices neighborhood meetings.

Periodically serves as “Planner of the Day” to provide information to the public.

Performs other duties as assigned, including staff support or direct responsibility for special projects and land use studies.
 
Minimum Qualifications
   Bachelor’s degree and one year of responsible and professional experience based on area of assignment (Planning – planning or zoning) (Housing & Community Development – project management or construction administration); or an equivalent combination of relevant education, training or experience.

Required Computer Software Skills
Proficient in spreadsheet, database and word processing software.
 
Preferences
   Bachelor’s degree in Planning, Urban Studies, Political Science, Business or Public Administration or a closely related field. Planning – Mapping/graphic software programs Inactivated 9/11/2007
