ASSISTANT MANAGER, HOUSING & COMMUNITY DEVELOPMENT

General Functions
   Provide the highest level of professional management of staff, program activities, and functions in order to deliver the most efficient affordable housing and community development services to County residents.
 
Representative Duties /Assignments
  
  • Supervise and administer all division activities such as program and project development for housing, home ownership programs, capital improvement projects (i.e., street construction, installation of drainage), provision of rental housing assistance, and fair housing enforcement.
  • Responsible for supervision of staff and assist with various personnel matters including hiring, promoting, training and development, discipline, performance appraisals, and related activities.
  • Supervise staff responsible for preparation of all expenditure requests, budget transfers and CIP amendments. Assist with the development of efficient mechanisms for processing and tracking all expenditures.
  • Supervises the development of short and long-range housing strategy plans, regulatory reform plans, and capital improvement plans, including the identification of needs, goals, objectives, and resources.
  • Serves as a liaison between developers, the division, Affordable Housing Advisory Board, and the Legal Department in drafting ordinances, resolutions, and developer agreements for County affordable housing initiatives.
  • Review and approve all out-going correspondence such as grant applications, reports, developer agreements, certifications, reimbursement requests for accuracy, quality and program compliance.
  • Develop and monitor the division's budget through the authorization of expenditures and budget transfers. Monitor the various funding sources for different program requirements to ensure compliance with the program and County's policies and procedures.
  • Responsible for supervising the preparation of all agenda items for presentation to the BCC and all progress reports on projects when requested by other County, State and Federal agencies.
  • Serve as Division Manager in the Manager's absence and assume all duties and responsibilities.
  • Review appropriate Federal, State and local laws and regulations affecting the divisions programs and activities and recommend appropriate changes to procedures if necessary.
  • Review the division's goals, objectives, programs and work methods to ensure efficiency of operation and effectiveness of program implementation.
  • Review and approve the division's payroll.
 
Minimum Qualifications
   Graduation from and accredited college or university with a Bachelor's degree in Public Administration, Business, Finance, Urban Planning or a closely related field and three years of progressively responsible management and supervisory experience. A Master's degree is preferred.
