General Functions
   This position is responsible for preparing and monitoring the County's growth management policy consistent with State statues and ensuring that all development permits are consistent with County rules and regulations to provide for high quality development.
 
Representative Duties /Assignments
  
  • Reviews and prepares recommendations tot the County Commission on all land development permits including planned developments, developments of regional impact, subdivisions, and re-zonings.
  • Prepares and implements the County's Comprehensive Plan including amendments and required updates.
  • Directs special projects from the Administrator's Office, Department Director, and County Commission, such as specialized studies of land use, transportation, environmental issues, population, public facilities and services.
  • Ensures the effective administration of the Planning Division including compliance with County regulations and procedures and grant and contract administration.
  • Develops and implements County regulations and ordinances including zoning, subdivision, and land development.
  • Responsible for division personnel matters including hiring, discipline, training and development, performance appraisals and related activities.
  • Responsible for County inter-governmental coordination efforts with State and Federal agencies and divisions including, Department of Economic Opportunity, Department of Environmental Protection, water management districts, regional planning council, five adjoining counties and 13 municipalities.
  • Serves on various committees representing the County as required.
  • Directs the efforts of various advisory boards including Planning and Zoning Commission/Local Planning Agency and, Development Advisory Board.
  • Represents the County in various lawsuits involving condemnation, annexation, and land use.
  • Reviews and makes recommendations on all pending growth management legislation affecting the County.
  • Performs other duties of a comparable level as assigned.
 
Minimum Qualifications
   Requires a Master's degree from an accredited institution in Public Planning and six years of progressively responsible experience in public planning to include three years of supervisory experience.
