ASSISTANT MANAGER, PLANNING

General Functions
   Provides administrative and supervisory assistance to the Planning Manager in the area of administration, management of personnel, and budget related issues. Develops and prioritizes division work programs and provides professional and technical support. The Assistant Planning Manager supervises and participates in advanced, highly-complex professional planning activities.

Work is performed with independence under the general supervision of the Planning Manager and may function as a point of contact in the absence of the Manager. Performance is reviewed through observations, conferences, reports and results achieved.
 
Representative Duties /Assignments
  
  • Plans, develops, executes and prioritizes division work program projects.
  • Provides technical and professional support on all planning matters, such as urban planning, development, local government policies and procedures, housing, zoning, historic preservation and economic development.
  • Manages all active related to procurement, contracts, and equipment leases.
  • Administers all grants, Requests for Proposals (RFP), and contracts with outside entities and private consultants.
  • Monitors contract invoices and develops RFPs for consultant contracts.
  • Participates in budget preparation and provides oversight, monitors and controls expenditures.
  • Tracks division performance measures and reviews monthly reports. Responsible for various. personnel matters, including performance appraisals and discipline.
  • Plans, executes and evaluates work program projects.
  • Coordinates office space allocation and staff assignments.
  • Monitors and ensures compliance with local, state and federal laws.
  • Research methods and statistical principles related to sustainable growth and development.
  • Stays abreast of recent developments, current literature and sources of information related to best practices, planning and administration.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Masters degree from an accredited institution in Public Administration, Planning, Urban Planning , Business Administration or closely related field and five years of experience in project management and public planning.
