PLANNING ADMINISTRATOR

General Functions
   Provides administrative and supervisory assistance to the Department Manager in the area of administration, management of personnel, and budget related issues.
 
Representative Duties /Assignments
  
  • Directs departmental activities related to joint planning area agreements, special area studies and annexation issues with local municipalities. Serves as staff liaison for the Development Advisory Board and other special committees.
  • Monitors preparation of special area studies, land use amendments, and coordinates such changes with local agencies and committees. Assists the legal department with planning and land use issues and related to condemnation cases.
  • Ensures policies and programs maintain a position customer service orientation and are consistent with the Departments Strategic Plan.
  • Processes and reviews budget requests from the Metropolitan Planning Organization (MPO) and East Central Florida Regional Planning Council.
  • Reviews planning reports and land use changes with the Local Planning Agency, particularly related to major land use initiatives or studies. Participates on various technical transportation committees related to the MPO.
  • Reviews and approves correspondences such as reports, plans and agenda items for consistency and quality.
  • Coordinates the completion of special work requests for County Commissioners of County Administrator's office.
  • Administers all grants, Requests for Proposals (RFP), and contracts with outside entities and private consultants.
  • Makes presentations to various public, civic, boards and organizations.
  • Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and related activities. Assists in preparing and monitoring departmental budget. Coordinates office space allocation and staff assignments.
  • Manages all departmental aspects in the absence of the Manager.
 
Minimum Qualifications
   Master's Degree in Planning, Public Administration or closely related field and five years of experience with increasing responsibilities in public planning, including at least three years of supervisory experience.
