General Functions
  

Directs and manages the activities of the Planning, Environmental, and Development Services (PEDS) Department to facilitate coordinated service delivery across planning and permitting programs while providing high levels of customer service.  Ensures the protection and enhancement of our built and natural environment.

Work is performed with independence under the direction of the Deputy County Administrator and is reviewed on a regular basis through customer feedback, observations and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Provides input regarding policy and rulemaking to Mayor, Board of County Commissioners, County Administrator, Division Managers and regulatory agencies through meetings, reports, memorandums, presentations, and public hearings.
  • Develops and implements a short and long-range work plan consistent with department’s mission to ensure service delivery goals and objectives are met, Capital Improvement Program (CIP) project delivery, and compliance with financial and regulatory requirements.
  • Reviews work product of subordinate staff for completeness and accuracy; evaluate and makes recommendations as appropriate; offers advice and assistance as needed.
  • Provides policy and technical assistance to numerous advisory boards and committees, including Local Planning Agency/Planning and Zoning Commission, Board of Zoning Adjustment, Development Review Committee, Roadway Agreement Committee, Development Advisory Board, Lake Advisory Boards, etc. Coordinates the function and operation of the staff committees with Director of Public Works, Director of Utilities, and other internal business units.
  • Ensures adherence to all codes, standards, laws, regulations, etc. that pertain to the department. Keeps abreast of regulatory changes and participate in technical/professional society activities.  Attends department related public and promotional activities.
  • Reviews and provides preliminary approval of Department’s annual budget submissions. Presents the budget at pre-budget meetings, Board work sessions and public hearings.
  • Monitors divisions’ budgets and operational performance through the review of quarterly and monthly reports, and meetings with Managers, Deputy Director, and key staff members. Reviews and approves purchase orders for major items of expense. Directs changes as necessary.
  • Responsible for various personnel matters including hiring, discipline, performance appraisals, salary adjustments, encouraging and supporting training and development, and related activities.
  • Investigates and resolves problems and issues on behalf of the Mayor, County Commissioners, County Administration, Division Managers, and others through discussions and evaluations.
  • Oversees the Department's emergency management plan.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor's Degree from an accredited institution in Planning, Urban Studies, Engineering, Public Administration, Political Science, Business Administration, Economics, or a closely related field. Seven years progressively responsible experience in the fields of study previously indicated, to include minimum of three years of management experience as a Division Manager or equivalent level.

 
Preferences
  

Master's Degree from an accredited institution in Planning, Urban Studies, Engineering, Public Administration, Political Science, Business Administration, Economics, or a closely related field.

Experience overseeing, and/or implementing multi-million dollar operating and capital budgets.
