General Functions
  

The Human Resources Business Partner role serves to enable the county to sustainably achieve business goals while honoring the desired culture and core values of the supported divisions. The role will primarily be responsible for providing HR support to front-line managers, supervisors, and employees. This position will be responsible for providing both operational and strategic support to division operations and/or county-wide HR functions.

This position requires considerable independent judgment and initiative and reports to a Sr. Human Resources Business Partner or equivalent level position. Performance will be reviewed through observations and results achieved. 

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Ensures consistent application of Human Resources vision, policies, and key strategic initiatives and compliance with all federal, state and local laws, rules, regulations and policies that pertain to Human Resources and Employee Relations.
  • Collaborates with HR functional partners to execute human resources strategies within supported divisions.
  • Coordinates and supports respective Sr. HR Business Partners on various client needs, including staffing requests; salary reviews for new hires, promotions, special pay adjustments, market surveys, resolving employee pay issues and performance reviews.
  • Serves as an extension to the HR Leadership team in driving the design and implementation of new or changed HR policies, processes, and programs to enhance the client’s workforce performance along with the employees’ workplace experience.
  • Assists with ensuring employee and supervisory compliance with established HR processes and procedures as it relates to recruitment, selection, employee and labor relations, employee benefits, training, personnel records and transactions.
  • Identifies and analyzes Employee Relations trends related to recurring issues and provides recommendations to the client group.
  • Coordinates with Sr. HR Business Partners in the investigation and resolution of employee relations and performance management issues.
  • Conducts periodic site visits to assess employee engagement and partners with leadership on the development of action plans to reduce turnover.
  • Facilitates training on various HR technical and programmatic topics such as performance management; conflict resolution; diversity; corrective action, etc. 
  • Conducts employee exit interviews, analyzing data to identify trends in employee turnover and provides recommended interventions to the HR Leadership team.
  • Responds to unemployment requests and may participate in unemployment hearings.
  • Serves as champion to deploy information on HR initiatives to supervisors and employee of assigned departments/divisions.
  • Assists with ensuring annual compliance training requirements and adherence are met for assigned division(s).
  • Participates in Pre-Determination and Grievance processes for assigned departments/divisions.  Responsible for ensuring compliance with applicable processes and procedures.
  • Partners with other HR groups (benefits, compliance & employee relations, myOCHR, etc.) to assist in the resolution of HR related concerns.
  • Participates in new employee orientations, benefit enrollment meetings, etc. and trains employees on various Human Resources topics, as needed.
  • Performs other related duties as required.
 
Minimum Qualifications
  

Bachelor’s Degree from an accredited institution in Human Resources, Business Administration, Public Administration or a closely related field and three (3) years of varied professional level human resources experience, or an equivalent combination of education and experience. 

 
Preferences
  

Professional certification in a human resources field; supervisory experience; Leadership Coaching accreditation or certification; experience administering union contracts as a primary duty/responsibility. At least three (3) years of demonstrated experience in performing comparable duties and responsibilities identified in the representative duties/assignments.
