General Functions
  

As part of a Human Resources team the Recruiters are responsible for leading the staffing efforts of Orange County. They are responsible for collaborating with department managers on a regular basis and proactively identifying the current/future hiring needs. The role also focuses on attracting and developing strong talent pipeline to meet and ensure efficient and timely onboarding.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Leads full life cycle recruiting for assigned Orange County departments. Actively involved in understanding the department's business and objectives.
  • Develop sourcing strategies, plans and pipelines in order to source qualified candidates.
  • Builds applicant sources by researching and contacting community services, colleges, employment agencies, and internet sites and coordinates an Orange County talent pool.
  • Demonstrates understanding of talent needs of hiring managers and job requirements to assess candidate's quality, skills and fit to identify the best candidate for a position.
  • Evaluates effectiveness of sourcing channels to ensure efficient usage of budget.
  • Partners with hiring authorities to develop and execute recruitment strategies including job description review, job postings, screening applications, developing interview questions.
  • Work with Compensation team on analyzing internal/external pay equity and extending job offers.
  • Enhances our recruiting presence by building meaningful relationships with local networks, professional associations and universities. Coordinates local career fairs.
  • Assists management and assessment teams in coordinating pre-employment and promotion tests and participating in test administration.
  • Participates in the periodic review and revision of the Orange County Recruitment Standard of Operations.
  • Works towards continually driving the process and efficiency improvement projects in terms of time to hire, quality of hire and retention.
  • Prepare standard reports and status updates to the Hiring Managers and manage effective communication with various stakeholders to provide excellent customer service.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution in Human Resources, Business Administration, Public Administration or closely related field and two (2) years of progressively responsible human resources experience or an equivalent combination of education and experience.
