General Functions
  

This is a high-level supervisory, professional position on the Human Resources Division (HRD) management team. Role is responsible for overseeing the operations of Human Resources Service Centers and major functional areas in HRD. Responsible for facilitating and ensuring the consistent application of Orange County and Human Resources vision, policies and key strategic initiatives.

Work is performed with initiative and independent judgment under the general direction of the Human Resources Director. Performance is reviewed through observations, conferences, reports and achievement of desired results.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Plans, manages, coordinates and exercises general supervision over personnel engaged in diverse personnel management activities including employee and labor relations, benefits, retirement, training, employee communications, personnel records and transaction processing.
  • Consults with County Administration and Department management regarding human resources issues, processes and procedures.
  • Assists the Human Resources Director with formulating the budget, annual goals and methods of evaluating accomplishments of those goals and other departmental activities.
  • Consults with Department Directors to evaluate Human Resources services and assess needs for new or revised programs.
  • Reviews programs and internal processes to maximize efficiencies and provide quality customer service to employees, their families and management.
  • Consults with outside public and private agencies and organizations to develop policies and proposals for new and innovative Human Resources programs and systems.
  • Plans and delivers presentations to the Board of County Commissioners and the public as required.
  • Acts on behalf of the Director during the Director's absence.
  • Performs other related duties as required.
 
Minimum Qualifications
  

Bachelor's Degree from an accredited institution in Human Resources Management, Business, Public Administration or closely related field and six years of professional level human resources experience in a management or supervisory capacity to include two years experience in a large organization/agency.

 
Preferences
  

Human resources experience in an organization with Union representation.

Master's degree from an accredited institution in specified areas.

Professional certification(s) in human resources or a closely related area.
