SENIOR RECRUITMENT & ASSESSMENT ADVISOR

General Functions
   Supports the Compensation & Recruitment Administrator with the overall supervision of the recruitment and assessment team. Performs professional level work and manages complex Human Resources issues, facilitates and ensures consistent application of the Human Resources vision, policies and key strategic initiatives in recruitment and assessment field.

Work is performed with initiative and independent judgment under the general direction of the Compensation & Recruitment Administrator. Performance is reviewed through observations, conferences, reports and achievement of desired results.
 
Representative Duties /Assignments
  
  • Ensures consistent application of Human Resources’ vision, polices, and key strategic initiatives and, adherence/compliance with all federal, state and local laws, rules, regulations and policies.
  • Assists the Compensation & Recruitment Administrator in planning, coordinating, leading and directing the County’s recruitment and assessment functional areas and staff.
  • Responsible for managing day-to-day operations of the recruitment and assessment team. Oversee the full recruitment cycle and assist the team in resolving day-to-day issues.
  • Consults with County Administration, Department management and Human Resource staff on high level or complex issues regarding recruitment, assessments, Family Medical Leave (FML) and Americans Disabilities Act (ADA).
  • Assists in the design and development of policies, procedures and standard operating procedures for recruitment, assessments, FML and ADA.
  • Serves as a subject matter expert in assessment and recruitment practices. Reviews with management and HR staff department operational staffing needs and provides recommendations.
  • Reviews current processes, procedures and tools, investigates process issues, identifies areas of improvements and facilitates change.
  • Identifies employee turnover trends, future staffing needs and succession planning.
  • Assists in the development of effective Performance Based Interviews (PBI) assessment tools and provides training to supervisors and staff.
  • Performs the recruitment function for the Mayor’s Office, Board of County Commissioners and County Administration. Services as a consultant and liaison for County Administration with staffing firms and/or Community executive teams or agencies.
  • Conducts research and provides detailed analytical reports and professional responses for required Federal Government reports, Equal Employment Opportunity Commission (EEOC) or legal inquiries.
  • Provides input and support to the Administrator in the preparation and review of section’s programs, operations and annual budget to ensure consistency with County and Division objectives.
  • Directly responsible for personnel matters within the section, which include hiring, progressive corrective action, training, development, annual performance evaluations and related activities.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Master’s degree from an accredited institution in Industrial/Organization Psychology, Experimental and Human Factors Psychology or closely related field and three years of professional level experience in a recruiter role and the design, development and administration of employment and/or promotion assessments to include two years supervisory or large project management experience.
 
Preferences
   Professional certification in human resources or a closely related field.
