ORGANIZ. DEVELOPMENT & TRAINING ADMINISTRATOR

General Functions
   An employee in this position will oversee and supervise staff responsible for the enhancement of business performance through organizational design, alignment, and accountability; cultural changes; team effectiveness; collaboration; and core process improvements. The Administrator directs the development and implementation of management strategies such as annual reviews, performance management, succession planning and employee development.

Work requires independent judgment and is performed under the general supervision of the Human Resources Director.
 
Representative Duties /Assignments
  
  • Develops and leads the organizational development function and training section, develops the strategy and executes programs that enable the County Mayor, Senior Staff, Department Directors, supervisors and employees to achieve the County's strategies and initiatives.
  • Plans and provides organizational development strategy, direction, advice and counsel to the County Mayor, Senior Staff, Department Directors, supervisors and employees.
  • Applies knowledge of organizational assessment to design, develop, implement and evaluate change management programs and organizational problem solving. Directs the facilitation of an array of professional development programs, including components of the management, leadership and customer service curriculum.
  • Partners and consults with County management and employees to identify organizational and employee development needs and works collaboratively to develop strategies and tactics designed to meet targeted needs; facilitates and/or delivers tailored programs responsive to this work.
  • Oversees interdepartmental committees and supervises the design and implementation of their programs intended to promote improved customer service and workforce performance through professional development, employee engagement, rewards and recognition for employees, and interdepartmental process improvements.
  • Leads the talent development and leadership performance management processes. Aligns leadership development, performance management and other initiatives with identified short and long-term goals.
  • Provides recommendations on strategies for promoting and managing change; develops implementation strategies for communication, coaching, training, accountability and rewards to reinforce adoption of change.
  • Meets with the Director, Human Resources Management Team (HRMT) and HR Service Center Leads to develop HR strategies and initiatives, resolve human resources issues, work collectively to address ongoing human resources programs, initiatives and needs.
  • Performs supervisory duties such as instructing, coaching, assigning work, planning, coordinating activities, allocating personnel, and other administrative duties.
  • Performs other duties as required.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Industrial/Organizational Psychology, Organizational Development, Business Administration Human Resources or a closely related field and six years of professional level experience in developing and implementing organizational development programs and initiatives, workforce development and planning, employee and management training, leadership development, process facilitation or other related areas aimed at improving the performance of an organization to include three years of supervisory or large project management experience.
 
Preferences
   Master's degree in specified fields of study.

Professional certification in a related field; experience with or qualified user of assessment instruments in the areas of personality assessment, 360 degree feedback, and/or emotional intelligence.
