SENIOR HUMAN RESOURCES ADVISOR

General Functions
   This position will supervise a Human Resources Service Center. An employee in this position handles the most complex Human Resource issues that may arise and will facilitate and ensure consistent application of Human Resources vision, policies and key strategic initiatives at the Service Center level. This position reports to the Manager, Human Resources.
 
Representative Duties /Assignments
  
  • Plans, supervises and coordinates the overall operation of the assigned HR Service Center activities including recruitment, selection, employee and labor relations consulting, employee benefits and retirement consultations, training, personnel records and transactions.
  • Supervises and consults with Department management on the most complex issues regarding recruitment, selection, employee and labor relations, benefits, retirement, training, personnel records and transaction issues that exceed the scope of authority of reporting staff.
  • Ensures consistent application of Human Resources’ vision, policies, and key strategic initiatives and compliance with all federal, state and local laws, rules, regulations and policies that pertain to Human Resources and Employee Relations.
  • Serves as the liaison between the Human Resources Administration, Human Resources Service Center and the management team of assigned department(s).
  • Performs supervisory duties such as instructing, coaching, assigning work, planning, coordinating activities, allocating personnel and other administrative and supervisory duties.
  • Reviews and approves strategy for resolving employee pay issues that may result in the recoupment or payment of monies due.
  • Consults with the Human Resources Manager to evaluate Human Resources services and assesses needs for enhancement or the addition of new programs.
  • Participates in labor relations management meetings and negotiations, as needed.
  • Participates on various Human Resources or assigned department(s) committees.
  • Assists in the preparation, submission and monitoring of the annual Division budget.
  • Reviews programs and internal processes to maximize efficiencies and quality customer service to employees, their families and management.
  • Performs other related duties as required.
 
Minimum Qualifications
   Bachelors Degree from an accredited institution in Human Resources, Business Administration, Public Administration or a closely related field and five years of varied professional level human resources experience to include two years supervisory/large project management experience.
 
Preferences
   Professional certification in a human resources field; supervisory experience; union contract negotiation and administrative experience.
