General Description

Performs professional and technical work providing quality volunteer programs to enhance the County’s operational efficiency. Coordinates the flow of information and volunteers to assist in fund raising, community projects and activities. Provides placement of volunteers and donated goods before, during and after emergency situations.

Work requires independent judgment and is performed under the general supervision of the HR Director.
 
Representative Duties /Assignments
  
  • Ensures proper screening, placement and monitoring of Orange County volunteers.
  • Works with external agencies as a community liaison to ensure flow of volunteers.
  • Coordinates with departments and divisions to ensure volunteer service needs are met.
  • Creates reports on volunteer services which include number of workers, divisions utilizing services, hours worked, services provided, projected savings to Orange County, and projected resource needs for the upcoming year.
  • Administers the initiation of service, evaluation and separation of volunteers.
  • Coordinates efficient and quality service before, during and after an emergency situation in the placement of volunteers and distribution of donated goods.
  • Coordinates with other Emergency Support Functions and non-profit organizations to establish distribution center(s) of goods and services.
  • Collaborates with other Florida counties in mutual aid arrangements if requested.
  • Provides emergency response training to Orange County employees.
  • Coordinates community relations initiatives with the Mayor’s Office, County departments, and/or external agencies.
  • Manages and coordinates County activities with community organizations and professional associations.
  • Coordinates and ensures updates to Intranet Services concerning policies, procedures, events and community activities to Orange County employees. Develops and authors internal communications.
  • Coordinates and administers the Service Awards Program including; printing certificates, coordinating purchase of pins and plaques, monthly service award program and reception for awardees, families and friends.
 
Minimum Qualifications
   Requires a Bachelor’s degree from an accredited institution in Education, Social Science, Business Administration, Public Administration, or a closely related field and four years of professional (FLSA exempt level) experience in community relations or volunteer program management.
 
Preferences
   Experience in emergency or disaster response services in the public sector.
