BUSINESS DEVELOPMENT ADMINISTRATOR

General Functions
   This position is responsible for professional administrative duties directing the day-to-day program operations of the Business Development Division, including outreach, business certification and re-certification and contract compliance. This position supports the Division Manager and performs the Manager's duties in their absence.

Work is performed independently under the general supervision of the Division Manager and reviewed through meetings, conferences, reports and results achieved.
 
Representative Duties /Assignments
  
  • Directs, trains, and coordinates activities of professional and para-professional staff.
  • Supervises and directs the identification minority and women firms interested in supplying goods and services to the County. Ensures timely response for certification and re-certification.
  • Responsible for overseeing the maintenance of the certification and compliance database.
  • Develops and directs program activities including seminars, workshops, contract financing and individualized consultation to inform eligible firms of Orange County procurement procedures.
  • Direct supervision of Professional Services, Goods, Services and Construction contracts to ensure compliance with established policies and procedures.
  • Participates in evaluating and recommending contract language, policies and formulating plans and procedures. Analyzes the impact of new programs or activities and monitors results.
  • Assists with preparing and administering the budget for functional responsibility.
  • Chair the Minority/Women Business Enterprise (M/WBE) Advisory Committee meeting and presents the findings of certification denials and revocations at the M/WBE Advisory Appeals meeting in the absence of Manager.
  • Represents the Manager in their absence at all scheduled meetings, procurements, etc.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Accounting, Business, Finance or Public Administration or a closely related field and three years of experience in business development; monitoring and evaluating compliance of contracts and services, to include one year of supervisory experience.

Obtain and maintain certification as a Certified Compliance Administrator (CCA) with the American Contract Compliance Association within 24 months of hire.
 
Preferences
   Master's degree from an accredited institution in Accounting, Business, Finance or Public Administration or a closely related field.

Proficiency in Microsoft Office Suite.
