SENIOR HUMAN RESOURCES ANALYST

General Functions
   Serves as the lead resource to staff and management for an Orange County Human Resources (HR) Service Center in all areas including recruitment, selection, employee and labor relations, benefits, retirement, training, personnel records and transactions, and other related services. This position may have supervisory responsibility and reports to the Senior Human Resources Advisor.
 
Representative Duties /Assignments
  
  • May have supervisory responsibility based on area(s) of assignment. Functions as a team leader and provides day-to-day guidance to HR staff.
  • Supports the Senior HR Advisor to ensure consistent application of the Orange County and Human Resources vision, polices, and key strategic initiatives and compliance with all federal, state and local laws, rules, regulations and policies that pertain to Human Resources.
  • Serves as a lead for the recruitment/on-boarding function for assigned area(s) of responsibility and may act as a recruiter.
  • Works with management and assessment team to create appropriate pre-employment and promotion tests, identify subject matter experts and assist in the development and union acceptance of process maps, if applicable.
  • Serves as a lead resource for department management and acts as liaison to the HR Administration Compensation team to collect and provide information regarding requests for employee and/or job compensation reviews that cannot be resolved at the Service Center level.
  • Lead resource in advising employees and management on the proper application of policy and procedures. Consults with the Sr. HR Advisor and/or HR Administration on complex policy or procedure interpretation and practice. May attend labor relations management meetings and negotiations as needed.
  • Provides general and complex employee relations consultation and guidance to employees and management. Attends step one and two grievances, Predetermination Hearings (PDHs) and conducts exit interviews.
  • In partnership with HR Administration, coordinates audits of assigned area(s) employee records to ensure that records are maintained in accordance with established policies and procedures.
  • Confers with HR Administration regarding public records requests and Equal Employment Opportunity Commission claims and information requests.
  • Assists HR Administration in needs analysis for organizational development intervention or the development of specialized training. In partnership with HR Administration, coordinates organizational development interventions and facilitates training classes, as needed.
  • Consults with HR Administration concerning complex benefits issues. Provides information on County benefits plans including Family Status Changes, benefits enrollment, etc.
  • Provides oversight of employee retirement process at the HR Service Center. Evaluates more complex retirement issues to determine escalation to HR Administration.
  • Supports the Sr. HR Advisor in coordinating and communicating wellness programs and events to encourage employee engagement and participation for assigned area(s).
  • Understands Family Medical Leave laws and processes, reviews and evaluates escalated Family Medical Leave (FML) issues. Reviews documents to determine eligibility for unusual cases. Contacts medical providers for clarification if necessary.
  • Partners with Risk Management Division, Third Party Administrators (TPAs) and management on Workers Compensation and Unemployment claims and issues. Provides guidance to management, supervisors, employees and staff. Ensures paperwork is accurate and complete. Researches employee records and recommends Orange Countys position regarding unemployment claims, provides guidance to supervisors preparing for contested claims hearings and may participate in the hearing.
  • Leads the communication efforts of Human Resource related information to management, unions and employees.
  • Reviews complex ADA requests, determines eligibility and addresses special accommodation needs. Provides guidance to management and employees regarding rights.
  • Assists Sr. HR Advisor in the preparation, submission and monitoring of the annual Division budget. Assists in developing recommendations, researching and analyzing cost of new initiatives, programs, staff development and equipment; monitoring Service Center budget.
  • Participates on various HR committees. Acts as liaison to other divisions, departments or organizations in various Human Resources matters. Attends meetings in the absence of the Senior Human Resources Advisor.
  • Performs other related duties as required.
 
Minimum Qualifications
   Requires a Bachelors Degree from an accredited institution in Human Resources, Business or Public Administration or closely related field and three years of varied professional level experience in human resources or an equivalent combination of education and experience.
 
Preferences
   Masters degree from an accredited institution in Human Resources Management, Business or Public Administration, or closely related field may be substituted for up to two (2) years of the required experience or an equivalent combination of education and experience.
    Professional certification in human resources or a closely related field.
