HUMAN RESOURCES ANALYST

General Functions
   Serves as a resource to staff and management in Human Resources (HR) Administration or a HR Service Center. Responsibilities include but are not limited to professional level and technical human resources work in areas such as recruitment, selection, classification, compensation, employee and labor relations, benefits administration, retirement, training, records management and other related services. This position reports to an HR Administrator, Senior HR Advisor, or Senior HR Analyst.
 
Representative Duties /Assignments
   Duties may vary based on area of assignment. Analysts assigned to HR Administration specialize in an HR area and conduct research projects and data analyses to develop recommendations for management; HR Services Center Analyst responsibilities are generalist in nature and cover a wide-range of HR disciplines.

  • Ensures the consistent application of the Orange County and Human Resources' vision, polices, and key strategic initiatives and compliance with all federal, state and local laws, rules, regulations and policies that pertain to Human Resources.
  • Supports HR Administration in a variety of projects and initiatives. Researches current HR industry trends, initiatives and best practices. Works with HR Administration and staff to collect, analyze, verify and organize complex data.
  • Assists with the design and execution of the communications strategy to enable effective utilization of Human Resources services. Prepares communications and briefings for County management and staff.
  • Participates on various HR committees. Acts as liaison to other divisions, departments or organizations in various Human Resources matters. Develops relationships that build mutual trust and effective communication in support of Orange County and Human Resources goals.
  • Provides input to County and department administration on the periodic review and revisions of Administrative Regulations, Orange County Policy, Operational Regulations, Human Resources functional area and departmental operating procedures.
  • Advises employees and management on the proper application of policy and procedures. Provides general employee relations consultation and guidance to employees and management. May attend Grievances Hearings and Predetermination Hearings (PDHs), and conduct exit interviews. Assists with collective bargaining activities, including collecting supplemental information for labor negotiations, maintaining negotiation notes and files, writing contract language.
  • Supports HR in a variety of projects and initiatives to include, but not limited to federal & state employment law compliance; policy and regulations compliance; assessment/training development and delivery; survey completion and reporting; benefit support and implementation; and recruitment/testing processes.
  • Researches, evaluates and makes recommendations based on area of assignment, includes but is not limited to: external training tools, programs and resources; appropriate selection and development assessments; employee pay, employment process, wellness initiatives, benefits products, leveraging technology.
  • Prepares technical reports and other documents for strategy, policy, process development for presentation and distribution to management, employees, citizens and/or community partners. Makes recommendations both orally and in writing.
  • Advises hiring authorities in recruitment strategies and options including review of job descriptions, advertisement alternatives, finalizes job postings, screens applications, develops Performance Based Interview (PBI) questions, participates in interview panels, analyzes pay equity and makes job offers. Reviews pre-employment screening results to determine employment eligibility.
  • Assists management and assessment team in coordinating pre-employment and promotion tests and participating in test administration.
  • Serves as a resource for department management and employees to provide information regarding requests for employee and/or job compensation reviews and prepares job description drafts, updates and revisions.
  • Conducts audits of Department(s) employee records to ensure that these records are maintained in accordance with established policies and procedures.
  • Reviews performance evaluation content to validate job performed is consistent with job description.
  • Coordinates organizational development interventions and facilitates routine training classes. Assists with conducting assessments to identify organizational training and development needs.
  • Provides guidance to employees regarding benefit plans and options, including but not limited to facilitating the annual open enrollment process, family status changes, and retirement consultations. Researches, interprets and addresses employee coverage questions and/or problems.
  • Performs other related duties as required.
 
Minimum Qualifications
   Bachelor's degree in Human Resources, Business Administration, Public Administration or closely related field; or an Associate's degree and two years of progressively responsible human resources experience; or 60 credit hours and two years of progressively responsible human resources experience. All post secondary education must be from an accredited institution.
