INTERNAL AFFAIRS ADMINISTRATOR

General Functions
   This position is responsible for overseeing, conducting, and direct supervision of the Internal Affairs Units’ daily operations of Correctional staff conducting high priority investigations of alleged or suspected violations of criminal law or misconduct relative to established County and departmental policies and procedures for the Internal Affairs Unit of the Corrections Department.

Work is performed with independence and initiative under the general supervision of the Chief of Corrections. Performance is reviewed through observations, conferences, reports and results achieved.
 
Representative Duties /Assignments
  
  • Supervises the day-to-day Internal Affairs Unit operations. Coordinates and assigns case loads, activities, and provides guidance, direction and feedback to investigative and support staff. Reviews and processes the work product quality of the Investigators and ensures investigations timelines are being met. Communicates the results of investigative findings to the division manager who requested the investigation/inquiry or as designated by the Chief of Corrections.


  • Conducts and coordinates investigations of alleged or suspected violations of criminal law or misconduct relative to County and departmental policies and procedures. Investigations include, but are not limited to internal and external complaints related to staff misconduct, allegations of criminal activity, allegations of staff fraternization with inmates/offenders, use of force cases involving inmates, and citizens’ complaints regarding alleged staff misconduct toward inmates.


  • Reviews investigative files to perform quality assessment for proper formatting, accuracy, thoroughness and completeness. Ensures findings are clearly documented and deadlines are adhered to.


  • Meets with the Chief and Deputy Chiefs of Corrections weekly to review and discuss the status of investigations.


  • Performs supervisory and administrative responsibilities to include staff hiring, training and development, performance appraisals, disciplinary actions and other related activities. Review and recommend changes as appropriate, to all policies and procedures related to internal affairs investigations/inquiries.


  • Represents the Chief of Corrections concerning operational and investigative issues to include interfacing with other criminal justice and law enforcement agencies such as, Office of Professional Standards (OPS), the Florida Department of Law Enforcement (FDLE), Metropolitan Bureau of Investigations (MBI), Federal Bureau of Investigations (FBI), federal agencies, and state and local officials.


  • Reviews, approves and discusses with the Chief of Corrections all surveillance operations to confirm or refute allegations of staff misconduct or criminal activity prior to implementation.


  • Develops and monitors the unit’s budget


  • Performs other duties as assigned
 
Minimum Qualifications
   Bachelor’s degree from an accredited institution in Criminal Justice, Public Administration, or related field and eight years of investigative experience in internal affairs, fraud investigations, Corrections, Law Enforcement, government compliance or a directly related field, to include six years of supervisory experience.

Must possess and maintain a State of Florida Correctional Officer certification or achieve certification within the first year of employment.

Must possess and maintain a valid Florida Driver’s license by date of hire.

  • Must provide own transportation to be utilized daily in the performance of assigned duties


  • Must not have been convicted or plead no contest to a felony


  • Must be able to be on-call during all shifts, weekends and holidays, as needed


  • Must have proficiency in the use of MicroSoft Office programs


  • Must demonstrate basic knowledge of investigations and investigative techniques
  • Sound working knowledge of investigative and interviewing methods, and the laws governing and prescribing the powers/authorities of a Correctional Officer
  • Ability to gather evidence from a variety of sources, organize and analyze the evidence and draw fact-based conclusions from it
  • Ability to interpret and apply complex written laws, rules, regulations and policies, and produce comprehensive reports
  • Ability to provide verbal and/or written testimony in court or in administrative hearing
  • Must be willing to work with and have direct contact with incarcerated inmates, and offenders who are under community supervision
