DISPATCHER SUPERVISOR

General Functions
   This is responsible supervisory and technical work in overseeing the daily operations of assigned shift in the Communications Center and ensuring professionalism, accuracy and efficiency of emergency dispatch operations. This position performs supervisory and technical duties in emergency dispatch operations. Responsibilities include performing two-way radio communications and planning, directing and supervising an assigned shift of dispatchers in accordance with Standard Operating Procedures.

Work requires independent judgment and is performed under the direction of Division Chief or Assistant Manager of Fire Communications who reviews work and evaluates performance based on efficiency, effectiveness and adherence to established operational procedures.
 
Representative Duties /Assignments
  
  • Interviews applicants for the dispatcher positions and makes recommendations to the Division Manager.
  • Plans, directs, supervises and trains dispatchers on assigned shift.
  • Monitors all radio communications on multiple radio channels and resolves any problems that may arise.
  • Investigates, resolves and responds to questions, complaints and errors.
  • Makes decisions on the movement of equipment from one location to another to ensure that resources are properly distributed.
  • Coordinates technical system repair requests (radio, console, CAD, 911, phones) and initiates necessary repair work. Helps troubleshoot problems and identify nature of repair.
  • Makes appropriate notifications to chief officers and other agencies per established protocol.
  • Supervises MedCom function which coordinates hospital status, Medical Director access and activation of Countywide Multi-Causality Incident(MCI) plan.
  • Coordinates notifications to the State Warning Point and notifies the Office of Emergency Management per protocol.
  • Makes daily log entries of dispatchers on duty, overtime worked and any other information concerning the activities of assigned shift.
  • Schedules and assigns the dispatchers to rotate duties and positions.
  • Makes decisions on responses for unusual alarms or decides when it is necessary to deviate from Standard Response Guide. Attends periodic supervisors meetings and provides input to Division Chief.
  • Monitors closed-circuit television cameras and screens visitors to the Communications Center.
  • Completes payroll sheet for each employee and investigates and resolves payroll and timekeeping questions.
  • Completes employee performance reviews for dispatchers on assigned shift.
  • Oversees training of employees assigned to shift.
  • Conducts periodic tours of the Communications Center.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Graduated from a High School or equivalent and one year of experience as an Assistant Dispatcher Supervisor with a combined total of five (5) years' experience as an Orange County Fire Rescue Department dispatcher.

Must possess and maintain Emergency Medical Dispatcher (EMD) and Emergency Fire Dispatcher (EFD) certifications while employed. All employees are required to complete EMD and EFD refresher training every two years.

Must possess the Communications Training Officer certification.

Must possess and maintain Florida 911 Public Safety Telecommunicator (PST) certification. Employees are required to complete PST refresher training every two years.

21 college credits in a degree seeking program from an accredited college or university.

Must have a clear and easily understood speaking voice.

Note

Any promotional test conducted after October 1, 2018, the minimum requirements will require (30) college credits.

For further advancement in Fire Rescue Communications Management, additional college credit hours in a degree seeking program will be required. Management positions in Fire Rescue require a Bachelor's degree in Public Administration, Business Administration, Computer Science, Systems Management, Public Safety, Communications or related field from an accredited college or university
