FIRE RESCUE COMPLIANCE & PLANNING ADMINISTRATOR

General Functions
  

This position is responsible for managing the accreditation process and assisting other agencies in their accreditation efforts. Provides support and recommendations to the Division Manager and Senior Staff that includes but not limited to: long range strategic planning for the department, developing effective performance measurements and projecting fire station location.

Work is performed with independence under the supervision of the Division Chief and is reviewed through reports and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Directs and oversees the strategic planning, Commission on Fire Accreditation International (CFAI), and Insurance Services Office (ISO) compliance activities of the Fire Rescue Planning and Technical Services Division.
  • Supervises and provides direction to a team of specialists whose responsibilities include data analytics, geographic information systems (GIS), software administration, and performance measurement.
  • Maintains up to date knowledge of State/Federal Statutes and regulations pertaining to the Orange County Fire Rescue Department (OCFRD).
  • Prepares and maintains critical planning documents, including the strategic plan, standards of cover, continuity of operations plan, and fire rescue element of the Orange County Comprehensive Plan.
  • Collaborates with Senior Staff to coordinate specified functional areas and/or programs related to attaining and maintaining fire service accreditation and the ISO Public Protection Classification (PPC) rating.
  • Represents OCFRD when working with outside agencies and groups.
  • Coordinates programs focused on long range strategic planning, development of effective performance measures, fire protection services planning and development, fire department quality assurance and continuous quality improvement and standards of coverage.
  • Prepares and distributes the Department's informational bulletins to all employees. Reviews employee completed work assignments for achievement of task and objectives.
  • Ensures adherence to policies, procedures, codes, standards, laws and regulations which pertain to the relevant areas of responsibility.
  • Reviews and makes recommendations for process improvements, efficiencies and effectiveness.
  • Responsible for the preparation, oversight and monitoring of office budget and expenditures.
  • Manages the accreditation process for the department. Prepares the department for re-accreditation; makes recommendations based on accreditation inspections and assists other agencies in their accreditation efforts.
  • Coordinates accreditation projects as assigned by the Fire Chief or the Command Staff. Attends and participates in accreditation meetings and serves on accreditation related committees.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Master's degree from an accredited institution and three (3) years of related supervisory experience. In lieu of the degree requirements additional relevant experience with strategic planning or data analysis in fire service may be substituted on a year for year basis.

 
Preferences
  

A degree in Public Administration, Business Administration, Planning, Fire Science and Administration, or a Public Safety related career field.

State of Florida Firefighter certification and State of Florida EMT or Paramedic certification.

A Peer Assessor for the Commission on Fire Accreditation International (CFAI).
