FIRE PLANS EXAMINER III

General Functions
   Performs technical and administrative work involving plan examination and review of new, existing, and altered buildings and structures to ensure compliance with State and local fire codes, ordinances and regulations. Employees possess advanced knowledge of fire and life safety codes; building construction methods, materials, and principles, as well as applicable County, regional, and State regulatory practices. Employees have extensive work experience performing fire and life safety plans review and work independently with little supervision. Mentors and assists both reviewers I and II with complex issues and assignments and are able to lead the team when necessary.

Work is performed with considerable independence under the general direction of the Assistant Fire Marshal. Work involves technical fire and life safety plan review of commercial and residential building plans, prior to the issuance of a permit. Incumbents provide guidance, leadership and mentoring to other inspectors and reviewers.
 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Mentors both Fire Plans Examiners I and II classifications in conducting plans reviews and performing code research.
  • Performs detailed reviews of various types of construction plans and documents to ensure compliance with State regulatory requirements, local adopted codes, standards, and ordinances. Reviewers III routinely performs the most complex and challenging types of plans review.
  • Conducts analysis of engineering designs as related to fire codes and standards compliance including automatic fire extinguishing systems, fire sprinkler systems, fire alarm systems, hazardous materials processes and storage, and site development using appropriate codes and standards.
  • Evaluates construction plans and documents as related to available water supply, fire apparatus access, fire hydrant location and spacing, fire protection features, and life safety.
  • Attends meetings representing the Fire Marshal's Office with developers, engineers, contractors, and property owners to communicate Orange County Fire Rescue processes and procedures, code requirements, and discuss plan submittals.
  • Provides both verbal and written comments on construction plans and documents. Communicates deficiencies or acceptance related to plans and documents. Returns plans deemed deficient to the designer for corrections and re-submission.
  • Reviews specifications, and calculations on submitted construction documents for accuracy and appropriateness.
  • Receives and reviews permit submittals for various other activities regulated within the Florida Fire Prevention Code, including but not limited to fireworks, explosives, public events, and trade shows.
  • Calculates and determines appropriate permit fees for plans review services based upon current fee structures.
  • Receives and maintains files of all submitted construction documents and plans, issues permits, and utilizes the Countywide Land Development Management System (LDMS) for project tracking.
  • Participates in coordination meetings and works together with other County departments on matters relating to fire prevention and fire and life safety codes.
  • Provides expert technical support to other plans examiners and mentors less experienced plans examiners.
  • Periodic staffing of the one-stop permitting" center at the County Administration Building.
  • Enforce all state fire safety statutes and all fire safety provisions of the Florida Administrative Code and any and all other state rules in accordance with Florida State Statute 633 and Orange County Ordinances.
  • Utilizes computer for record-keeping, permit review and approval, and report-writing.
  • Educates public, building owners and contractors about fire safety codes, ordinances and standards.
  • Attends continuing education programs, read current technical literature, and maintains exceptional knowledge of departmental procedures, codes, ordinances and/or standards.
  • Formulates interpretations of codes, ordinances, and/or standards for review and approval.
  • Drafts policy for plans review sections for approval by Fire Marshal.
  • Maintains and evaluates plans review performance measures, and suggests improvements when necessary.
  • Requests formal interpretation of codes, ordinances, and/or standards, as needed from the Assistant Fire Marshal.
  • Performs other related duties as required.
 
Minimum Qualifications
  

Associate's degree from an accredited institution and five (5) years of experience as a fire plans examiner, fire protection contractor designer/reviewer, or fire inspector with Orange County Fire Rescue.

Possess and maintain a State of Florida Fire Safety Inspector I Certification.

Possess and maintain Florida Fire Safety Inspector II Certification.

Possess and maintain a valid State of Florida Driver's License.

 
Preferences
  

International Code Council (ICC) Residential Fire Sprinkler Plans Examiner.

International Code Council (ICC) Commercial Fire Sprinkler Plans Examiner.

International Code Council (ICC) Commercial Fire Alarm Plan Examiner.

National Fire Protection Association (NFPA) Certified Fire Protection Specialist.

General fire and life safety code construction related experience or experience in plan review, automatic fire sprinklers, fire alarms, hood suppression systems, engineering, or architecture.

Associate’s degree or higher from an accredited institution in Fire Science, Fire Protection Engineering Technology or closely related field.
