General Functions
   This position directs and manages the activities of the Health Services Department to facilitate planning, management, and delivery of health and human services that promote the health and welfare of Orange County citizens.

Work is performed under the general supervision of the Deputy County Administrator and is reviewed based on accuracy, timeliness and effectiveness of results achieved.
 
Representative Duties /Assignments
  
  • Responsible for managing all aspects of the provision of medical and mental health care at the county jail.
  • Provide administrative oversight and coordination of department activities. Serve as department liaison to public and private organizations, individuals, boards and commissions.
  • Perform administrative duties relating to the planning, coordination, development and implementation of Health Services programs.
  • Works with and coordinates with Corrections Chief on special projects and efforts that impact provision of medical and mental care in the Corrections facility.
  • Oversees the Orange/Osceola County Medical Examiner's Office. Provides guidance and oversight to the Orange County Medical Director.
  • Oversees the county's indigent burial program.
  • Serves as the Orange County representative for interfacing/coordinating with Florida Department of Health.
  • Analyze, review, and implement changes as necessary for department policies and procedures to measure operational effectiveness and efficiency.
  • Provide administrative oversight in the development and monitoring of division budgets consistent with County and Department objectives.
  • Responsible for various personnel matters including hiring, discipline, training and development, and performance appraisals and related activities.
  • Respond to and resolve citizen complaints regarding actions relating to the Health Services divisions.
  • Review and interpret administrative rules, statutes, ordinances, and legislation relative to the department and initiate necessary action as necessary.
  • Oversees federal and state grant and contract funding.
  • Perform other duties of a comparable level as assigned.
 
Minimum Qualifications
   A Bachelor's degree in Health Administration, Business Administration, Public Administration or a related field and six years management experience in the health services or related field.
