MANAGER, MEDICAL CLINIC

General Functions
  

Responsible for managing health care services and programs to uninsured and underinsured residents of Orange County to improve community health access and outcomes. Serves as the departmental representative on clinic projects and community meetings. Works with different stakeholders to ensure standards are met for Patient Care Access Network (PCAN) services. Manages the daily operations of the program and its staff to ensure compliance with Federal, State and County rules and regulations.

Work is performed with considerable independence under the supervision of Department Director. Performance is reviewed through observations, reports and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Manages and directs all medical, administrative and fiscal operations to support patient care delivery systems.
  • Responsible for managing all health services and ensure inpatient and outpatient services are being utilized effectively.
  • Develops and monitors budget in order to project and deliver service requirements with fiscal capabilities.
  • Facilitates public interactions with projects involving federal, state and local officials and local service providers.
  • Develops and administers programs with outcome targets and coordinates care with medical providers for primary and specialized care.
  • Participates in the selection, promotion, discipline and termination of employees. Ensures personnel decisions are consistent with Orange County policies and procedures. Provides employee development for professional growth.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution and five (5) years of experience in healthcare management or nursing, to include two (2) years of supervisory or team leadership experience. An equivalent combination of relevant education and experience may be substituted on a year for year basis.

 
Preferences
  

A degree in Public Health, Mental Health and Counseling, Business Administration, Epidemiology, Nursing or a closely related field.
Experience with Electronic Medical Records (EMR).
