ASSISTANT MANAGER, FACILITIES MANAGEMENT

General Functions
  

Directs all operational support functions within Facilities Management Division. Provides back up and support to the Division Manager as required. 

This is professional work performed with considerable independence under the general supervision of the Division Manager. Work is reviewed through observations, conferences, reports, and results achieved.

 
Representative Duties /Assignments
  
  • Directs and oversees the completion of minor construction, maintenance and repair projects.
  • Supervises the day-to-day operations of support functions including Project Management, stores (warehousing) processes and functions, county-wide mail, courier services, and assigned support staff. Facilitates fiscal functions with Administrative Support personnel.
  • Directs and oversees lifecycle renewal projects; ensuring that property assets are maintained at acceptable levels in Orange County facilities.
  • Facilitates development and implementation of Division-wide Standard Operating Procedure (SOP) program and updates to Division guidelines. Assists in the development and implementation of Facilities Management goals, and objectives.
  • Oversees the Division’s light duty program.
  • Responsible for personnel related issues such as hiring, training, coaching, employee development, performance appraisals and related activities.  Develops performance management criteria for staff and operational units.
  • Develops, implements, and oversees special projects/tasks as assigned by Division Manager.
  • Assists in the development and the administration of contracts including Requests for Proposal and Invitations for Bid for service, maintenance, construction, and capital improvement contracts.
  • Coordinates work with sub-contractors and reviews materials and workmanship.
  • Makes sure that work and materials conform to building codes.
  • Plans renovations and modifications of buildings and structures.
  • Estimates time, materials, and costs. Oversees and approves purchases for materials, supplies, and equipment.
  • Maintains records and makes reports as required.
  • Confers with divisions regarding the maintenance needs and problems.
  • Makes recommendations for the routine renovation and building maintenance projects.
  • Assists in developing and monitoring of divisional budget and capital planning consistent with Orange County policy and procedures.
  • Assists with after hours and weekend emergency calls involving facility needs on an as needed basis.
  • Perform any other related duties as required or assigned.
 
Minimum Qualifications
  

Bachelor’s Degree from an accredited institution in Public or Business Administration, Facilities Management,  or a closely related field and five years of experience in the general building trades, facilities maintenance, or building engineering to include experience as a foreman, superintendent or similar supervisory capacity.

Must possess and maintain a valid Florida Driver’s license, or possess the ability to obtain by hire date.

May be required to provide own transportation to perform work related duties.
