ASSISTANT MANAGER, REAL ESTATE

General Functions
   Assists the division manager in monitoring all Real Estate Management functions, to include acquisition, disposition and management of real property assets for Orange County.
 
Representative Duties /Assignments
  
  • Plan, direct and coordinate major land acquisitions for capital improvement projects.
  • Supervise the Staff of acquisition, administrative support and property management to ensure the effectiveness of acquisition, disposition, and asset accounting. Coordinate and organize these sections to ensure that division goals are met.
  • Coordinate eminent domain actions by supervising the preparation of pertinent information, providing assistance to the legal department, overseeing the settlement of litigated parcels, monitoring the court registry and attending all real estate litigation hearings.
  • Interpret new laws and policies relevant to Real Estate Management and recommend necessary procedures to be implemented.
  • Serve as division liaison to other County agencies to accommodate their acquisition needs and to explain policies and procedures.
  • Prepare agenda items for presentations to the County Commission and write progress reports on projects when requested by other County agencies.
  • Complete or delegate special projects assigned to the division for research and investigation.
  • Develop and monitor the budget by authorizing expenditures, adjusting line item amounts and recognizing the need for new funds due to division changes.
  • Coordinate the division’s records management program.
  • Responsible for various personnel matters including hiring, discipline, training and development, performance appraisal and related activities.
  • Serve as Division Manager in the Manager’s absence and assume all duties and responsibilities.
  • Review and approve the division payroll.
 
Minimum Qualifications
   Bachelor’s degree in Business Administration, Public Administration, or a related field and four years of land acquisition experience, to include two years of supervisory experience; or an equivalent combination of closely related training and experience. Experience must include land appraisal, abstract and title examination, property management and eminent domain negotiations.
