SENIOR PROGRAM MANAGER

General Functions
   This is highly responsible professional administrative work providing management for major program areas within the Divisions of the Health and Family Services Department.

Work is performed under the direction of the Assistant Division Manager, Division Manager, Deputy Department Director or Director. Work is reviewed through conferences, records, reports, and results achieved.
 
Representative Duties /Assignments
   Duties may vary based on area of assignment.

  • Exercises a high degree of independence in planning, directing, and evaluation the work performed in one or more of the assigned programs and locations. Plans, assigns, directs, and reviews the work of staff and volunteers.
  • Coordinates community outreach and neighborhood planning efforts with citizens, community organizations, service providers, and the private sector.
  • Represents the division on public and private boards, professional associations, and community task forces.
  • Designs, develops, implements, and manages appropriate programs to meet the needs of targeted program clients. Coordinates ongoing integration of services among various program components.
  • Directs the work of subordinate staff through intermediate supervisory staff members. Ensures compliance with licensure and contractual requirements. Assures that maintenance of programmatic, administrative, and case records meets established standards of practice.
  • Develops, manages budgets and provides fiscal oversight. Based on area of assignment may assist with the preparation of grants and contract applications, amendments and budgets, tracking compliance, utilization, and expenditures.

    Minimum Qualifications
       Bachelor’s degree in Counseling, Psychology, Social Work, Forensic Science, Criminal Justice, Business or Public Administration, Health Care Administration, Public Safety, Public Health or a closely related field (field of study will be designated by the hiring Division) and five years of experience in social, educational, or community services programs, medical setting or medical examiner’s office; at least one year of which must have been in a supervisory or management capacity. A Master’s Degree in the specified areas of study and work experience may be required if the program managers reporting to the position do not have advanced degrees as required by accreditation or program.

    Youth & Family Services

    Must be able to demonstrate intermediate to advanced proficiency in word processing functions, preferably Microsoft Word and email functions.

    Selected applicant may be subject to a background screening and fingerprinting for which he/she must bear the cost and must obtain favorable screening results in order to obtain employment.
